Isinusulong sa Kamara na gawing regular sa trabaho ang may 658,679 na empleado sa gobyerno, na kung tawagin ay “endo” workers.
Lumitaw ang isyu tungkol sa endo (end-of-contract) workers nang talakayin sa plenaryo ang hinihinging P1.5-bilyon budget ng Civil Service Commission (CSC) para sa 2019.
Sinabi ni ACT Teachers Party-list Rep. Antonio Tinio na laganap ang “job order and contract of service in different government agencies, even in national agencies, local government units, state universities and colleges (SUCs), government-owned and-controlled corporations (GOCCs) and others”.
“We’ve seen how big is the problem of job order and contract of service. I won’t expound further, but we know how job order and contract of service workers are being abused. They have no security of tenure. They are not being considered employees of the government. There is no employer-employee relationship with the government agencies which use their work,” ani Tinio.
Sinabi pa ni Tinio na ang mga endo workers sa gobyerno ay hindi pinasasahod alinsunod sa Salary Standardization Law, walang benepisyo mula sa Government Service Insurance System (GSIS), walang PhilHealth, at hindi tumatanggap ng bonus.
