“Knee-jerk order.”

Ganito inilarawan ng legal counsel ng Coordinating Council for Private Educational Associations (COCOPEA) ang moratorium sa mga field trip na inisyu ng Commission on Higher Education (CHED) kamakailan.

Ayon kay COCOPEA legal counsel Atty. Joseph Noel Estrada, kinakailangang gumawa ng paraan ng gobyerno upang papanagutin ang mga responsable at hindi “make knee-jerk orders that add more to the confusion and expose even more the inadequacy of needed govt policies and regulations.”

Ipinagdiinan din ni Estrada na ang CHED “has no injunctive power like the courts” na mag-isyu ng moratorium tulad sa mga educational field trip.

Ang CHED, aniya, “cannot issue an order that violates the non-impairment of obligations and contracts.”
