NCDA, kinondena produksyon ng pelikulang 'Ngongo'

Nagpahayag ng lubos na pagkabahala at kondemnasyon ang National Council on Disability Affairs (NCDA) hinggil sa pelikulang “Ngongo” ng direktor na si Darryl Yap.

Kaugnay ito sa kumakalat na “promotional material” ng naturang pelikula, na tila gumagamit umano ng nakakainsultong mga pahayag laban sa mga person with disabilities (PWD).

“The National Council on Disability Affairs (NCDA) expresses its deep concern and strong condemnation over the reported production of the film ‘NGONGO’, which, based on its publicly circulated title and promotional materials, appears to make use of derogatory and discriminatory language against persons with disabilities,” saad ng NCDA sa social media post nito noong Martes, Nobyembre 25.

“Such portrayal directly violates the principles of dignity, respect, and inclusion as mandated under Republic Act 7277 (Magna Carta for Persons with Disabilities), RA 9442, and the UN Convention on the Rights of Persons with Disabilities (UNCRPD). Films or media content that use disability as a punchline, insult, or form of mockery reinforce stigma and harmful stereotypes, barriers that the disability sector continues to fight against,” pagpapatuloy pa nila. “The NCDA firmly maintains that disability should never be exploited for entertainment value or comedic effect. Media and creative industries play a crucial role in shaping public attitudes, and it is imperative that portrayals uphold human rights standards and support efforts toward a more inclusive Philippines.”

Ayon pa sa NCDA, sila raw ay makikipag-ugnayan sa mga ahensya ng pamahalaan upang suriin ang mga posibleng hakbang o aksyon hinggil dito, na naaayon sa batas.

“In line with our mandate, the NCDA will coordinate with relevant government agencies, including but not limited to the Movie and Television Review and Classification Board (MTRCB), the Department of Justice (DOJ), and other appropriate bodies, to examine the film and determine possible actions or steps in accordance with existing laws and guidelines. The Council will also engage the film producers to remind them of their responsibilities under national and international disability rights frameworks,” anila.

Ipinanawagan din ng NCDA sa mga direktor at prodyuser ang pagkakaroon nang mas maayos at tamang representation ng PWDs sa media.

“We call on all filmmakers, producers, and media practitioners to promote positive, respectful, and empowering representations of persons with disabilities. Inclusion in media is not only a creative choice, it is a commitment to human rights,” saad ng NCDA. “The NCDA remains steadfast in protecting the dignity and rights of persons with disabilities and will take necessary measures to ensure that no form of discrimination is tolerated in any platform. For the rights, dignity, and inclusion of all Filipinos with disabilities.”

Samantala, wala pang komento si Yap tungkol sa naging pahayag ng NCDA sa kaniyang pelikula. 

Matatandaang kamakailan lamang, binuweltahan ng aktres at komedyanang si Kim Molina ang mga bumabatikos sa kaniyang jowa na si Jerald Napoles hinggil sa pagganap nito sa pelikulang ‘Ngongo.’

“As Jerald and I discussed about this in private and when he told me about the script, ang masasabi ko lang ay panoorin niyo muna ang buong pelikula pag lumabas na. Panoorin n’yo muna not just the teasers and posters, buong pelikula at istorya para maintindihan n’yo sinasabi ko at maintindihan n’yo rin sila,” depensa ni Kim sa kaniyang social media post.
