Hinatulan ng Department of Public Works and Highways (DPWH) na guilty o nagkasala si dating Bulacan 1st District Engineer Henry Alcantara dahil sa pagkakaugnay nito sa ghost flood control projects sa naturang probinsya.

Batay sa desisyong pirmado ni DPWH Sec. Vince Dizon noong Huwebes, Setyembre 4, makikitang guilty as charged si Alcantara.

“Henry C. Alcantara, former District Engineer, is found GUILTY AS CHARGED of the administrative offenses of Disloyalty to the Republic of the Philippines and to the Filipino People, Grave Misconduct, Gross Neglect in the performance of duty, and Conduct Prejudicial to the Best Interest of the Service,” saad sa desisyon.

Kasunod naman nito ay ihahain ang kasong kriminal laban kay Alcantara, ayon kay Dizon.

Anang kalihim, “Kami ay magrerekomenda sa kaukulang tanggapan upang maghain ng criminal charges laban kay Engineer Alcantara at iba pang sangkot na indibidwal upang makamit ang hustisya sa kanilang ginawang pambababoy sa kaban ng bayan.”

Matatandaang batay sa isiniwalat ni dating DPWH Sec. Manuel Bonoan,  ghost projects umano ang ilan sa flood control na ipinagkaloob sa Wawao Builders, Inc sa Bulacan.

Ayon kay Bonoan, umabot umano sa  ₱5.9 bilyon ang halaga ng kontratang ibinigay sa Wawao. 

“In Bulacan alone, Wawao Builders had 85 projects amounting to 5.9 billion [...]  There seems to be some ghost projects,” anang kalihim.

Kinumpirma naman ito ni DPWH Usec. for Planning Services Maria Catalina Cabral sa ikalawang pagdinig matapos siyang tanungin ni Senate President Pro Tempore Jinggoy Estrada tungkol dito.

“You believe, you support, the statement of the former Secretary [Bonoan] that, indeed, there are ghost projects?” tanong ni Estrada.

Sagot ni Cabral, “Yes po, Your Honor.”
