Ipinag-utos ni Pangulong Ferdinand “Bongbong” Marcos, Jr. sa Department of Budget and Management (DBM) at Department of Public Works and Highways (DPWH) ang masusing pagsusuri sa budget ng DPWH sa ilalim ng 2026 National Expenditure Program (NEP).

Ayon sa inilabas na pahayag ng Presidential Communications Office (PCO) nitong Miyerkules, Setyembre 3, binigyang-diin ng Pangulo na humantong dapat ang pagsusuri sa mga kinakailangang pagbabago.

“The President emphasized that the review must lead to the necessary changes to guarantee transparency, accountability, and the proper use of the people's money, ensuring that resources are directed toward infrastructure projects that genuinely serve and benefit the Filipino people,” mababasa sa pahayag.

Kasalukuyang humaharap ang DPWH sa anomalya ng flood control projects. Matatandaang batay sa isiniwalat ng dating kalihim nitong si Sec. Manuel Bonoan,  ghost projects umano ang ilan sa flood control na ipinagkaloob sa Wawao Builders, Inc sa Bulacan.

Ayon kay Bonoan, umabot umano sa  ₱5.9 bilyon ang halaga ng kontratang ibinigay sa Wawao. 

“In Bulacan alone, Wawao Builders had 85 projects amounting to 5.9 billion [...]  There seems to be some ghost projects,” anang kalihim.

Kinumpirma naman ito ni DPWH Usec. for Planning Services Maria Catalina Cabral sa ikalawang pagdinig matapos siyang tanungin ni Senate President Pro Tempore Jinggoy Estrada tungkol dito.

You believe, you support, the statement of the former Secretary [Bonoan] that, indeed, there are ghost projects?” tanong ni Estrada.

Sagot ni Cabral, “Yes po, Your Honor.”
