Lumiham si Atty. Ferdinand Topacio sa Senate Blue Ribbon Committee upang ipaabot ang interes ng kliyente niyang si dating Negros Oriental 3rd District Rep. Arnolfo Teves Jr. na makipagtulungan sa imbestigasyon ng Senado sa maanomalyang flood control.
Sa liham na pinadala ni Topacio sa komiteng pinamumunuan ni Senador Rodante Marcoleta noong Lunes, Agosto 18, gusto raw nI Teves na tumestigo sa isasagawang legislative inquiry kaugnay sa proyektong pipigil sana sa pinsalang idudulot ng pagbaha sa panahon ng tag-ulan.
“In light of your call for cooperation from the Filipino people, Mr. Teves Jr., through the undersigned, humbly offers his willingness and intention to testify on how graft is being committed in flood control projects, as such testimony may aid your Honorable Committee in its investigation and ultimately help ensure good legislation and governance,” saad ni Topacio sa liham.
Dagdag pa niya, “Mr. Teves believes that his experience as a long-time member of the House of Representatives will be invaluable in providing insights and information on the subject matter of the investigation, to which others may not be privy.”

Matatandaang binakbakan ni Pangulong Ferdinand “Bongbong” Marcos, Jr. sa ikaapat niyang State of the Nation Address (SONA) ang mga umano’y nangurap sa flood control project na lalong nagpalala ng baha sa mga lugar na naapektuhan ng Habagat at mga bagyong Crising, Dante, at Emong.
“Mahiya naman kayo sa mga kabahayan nating naanod o nalubog sa mga pagbaha. Mahiya naman kayo lalo sa mga anak natin na magmamana sa mga utang na ginawa ninyo! Na ibinulsa n'yo lang ang pera!” saad niya.
