Para kay Senate President Francis "Chiz" Escudero dapat ay nag-divest muna si Jay Ruiz sa kaniyang mga private firms bago ang appointment niya bilang Presidential Communications Office (PCO) secretary upang maiwasan ang "conflict of interest."
"Any conflict of interest ng isang taong galing sa pribadong sektor pagpasok sa pamahalaan ay dapat bitiwan niya at ma-divest siya para hindi manatili ang conflict of interest na 'yun. I think before he was appointed, he should have been vetted already and it should have been done before his appointment," saad ni Escudero sa isang press briefing noong Lunes, Marso 3.
Kasunod ito ng ulat na naka-secure ang umano'y media company ni Ruiz ng ₱206 milyong halaga ng kontrata mula sa Philippine Charity Sweepstakes Office (PCSO) noong last quarter ng 2024, ilang buwan bago ang appointment niya bilang PCO chief.
Ang naturang kontrata ay para umano sa production at television transmission ng lotto draws at production at placement ng digital promotional videos ng PCSO.

"It’s possible that it will be taken up in the Commission on Appointments for as long as the documents are submitted and there is a complainant, and if there is a member of the CA that will bring it up," dagdag pa ng Senate President.
Pag-divest ng negosyo nasa proseso na - PCO undersecretary
Noong Lunes, Marso 3, sinabi ni PCO Usec. Claire Castro na nasa proseso na si Ruiz ng pag-divest sa kaniyang mga negosyo matapos italaga bilang PCO chief.
"Ang batas naman po natin ay allowed po na mag-divest ng shares or interest sa anumang kompanyang pag-aari niya within 60 days from the time na siya ay nag-assume ng position," saad ni Castro.
Dagdag pa niya, "'Yan po ay parating na po at alam niya naman po 'yong batas. Lahat naman po ng gagawin natin dito ay naaayon sa batas."
Walang conflict of interest - PCO
Sa parehong araw, pinabulaanan ng PCO ang ulat ng Politiko tungkol sa ₱206 milyong halaga ng kontrata na nakuha umano ng kompanya ni Ruiz sa PCSO.
"The story about the joint venture (JV) between IBC-13 and Digital 8, Inc. that appeared on the Politiko website last night, march 2, 2025 is false, inaccurate, and misleading," saad ng PCO.
Nilinaw ng PCO na hindi "incorporator o director ng Digital 8" si Ruiz kundi authorized representative lang sa joint venture agreement ng Digital 8, IBC-13, at PCSO.
"Secretary Jay Ruiz was not an incorporator or director of Digital8, and has never owned any shares in the company. He was merely Digital8's authorized representative to the joint venture agreement due to his position as head of its sales and marketing. The JV won the contract through competitive public bidding in October 2024, in full compliance with all rules, regulations and laws pertaining to public bidding," anang ahensya.
Saad pa ng PCO, nag-resign si Ruiz sa kompanya noong Enero 15, 2025.
"He resigned from the company on January 15, 2025 and was replaced as the company's representative to the JV through a board resolution on January 17, 2025, more than a month before he was appointed PCO secretary."
"Therefore, there is no existing conflict of interest in this case," ayon pa sa PCO na binanggit ang Section 3 (i) ng Republic Act 6713.

Ruiz hindi kailangang mag-divest sa Digital 8 Inc.
Sinabi ni Ruiz sa kaniyang panayam sa TeleRadyon noong Martes, Marso 4, hindi niya kailangan mag-divest sa Digital 8 Inc., dahil hindi naman daw siya ang may-ari nito.
"Hindi naman ako may-ari. All they had to do was research with the [Securities and Exchange Commission]. Tingnan mo yung may-ari, nandiyan ba yung pangalan ko? Wala. 2012 yata nabuo ‘yang kompanya na ‘yan," saad niya.
Dagdag pa niya, hindi manlang daw siya hiningan ng pahayag ng naglabas ng balita.
"Balanse ba iyon? Hindi ‘di ba? Isa lang panig ang pinakinggan mo eh. Unang-una, wala ngang dokumento iyong istorya. Ano ‘to demolition job? Fake news ba ‘to? Ano ang dahilan?" ani Ruiz.
Giit pa ng PCO chief, magda-divest lamang siya mula sa political management firm niya.
“Doon ako nada-divest, kasalukuyang nagda-divest. Matagal ko nang firm yan. Yun, possible conflict of interest. Although wala sya sa 25 percent yata. If you own 25 percent of a firm like that, kailangan magdivest. Ang alam ko 20 percent I have to check. Hindi ko pa nache-check kasi biglaan naman ang appointment na ito," saad ni Ruiz.
Samantala, nilinaw ni Ruiz ang kaugnayan niya sa Digital 8 Inc.
"Pumayag ako na mag-authorized representative doon sa joint venture agreement ng Digi8, IBC-13 at PCSO. After kong magampanan 'yong role ko as marketing-naging marketing at sales ako d'yan eh-nag-resign ako sa company ng mga January," saad niya sa mga mamahayag noon ding Martes.
Matatandaang noong Pebrero 24, nanumpa si Ruiz bilang PCO secretary at nangakong lalabanan niya ang "fake news."
Itinalaga si Ruiz sa naturang posisyon matapos magbitiw sa posisyon ni veteran broadcaster Cesar Chavez.
