Iginiit ni House Committee on Appropriations Acting Chairperson Marikina City 2nd district Rep. Stella Quimbo na walang blangko sa ₱6.352-trillion General Appropriations Act (GAA) o 2025 national budget, at ito raw ay “lawful, valid, at fully enforceable.”
“I am issuing this statement to reaffirm what has already been clearly stated by the Executive Secretary, the Secretary of the Department of Budget and Management (DBM), the Senate President, and the President himself," ani Quimbo sa isang pahayag nitong Lunes, Enero 27.
"The 2025 General Appropriations Act is lawful, valid, and fully enforceable. There are two key points I want to stress for the benefit of all. First, the enrolled General Appropriations Bill (GAB) is complete, with no blank allocations among its more than 235,000 line items.”
"Second, the Bicameral Report explicitly authorized the technical secretariats of both the Senate and the House of Representatives to implement corrections and adjustments as required. These do not affect the integrity nor the legality of the budget," saad pa niya.

Sinabi rin ni Quimbo na wala umanong binago nang lagdaan ng mga miyembro ng Bicameral Committee ang naturang report.
“The enrolled General Appropriations Bill has been made publicly available, providing the best evidence of its completeness and compliance with due process. Makikita po ng lahat ito. Walang tinatago,” giit din ni Quimbo.
“Any suggestion of impropriety is unfounded and appears to be politically-motivated rather than prompted by genuinely substantive concerns. It is unfortunate that an administrative matter is being maliciously misconstrued to create controversy where there is none," dagdag pa niya.
Matatandaang noong Enero 18, 2025 nang sabihin ni dating Pangulong Rodrigo Duterte na Duterte na tila may nakikita raw siyang mali sa budget ng bansa ngayong taon.
“For sure sa exact standard ng ating batas, lalo na money appropriations must appear true and correct value what would be application for public money. Pagka gano’n there’s something terribly wrong,” saad ni Duterte.
“As a matter of fact, kung may mga blangko ‘yan lumusot, that is not a valid legislation. Kung sa batas na ‘yan, lumabas na ‘yan ng blangko-blangko, either it could be filled up before or after,” dagdag niya.
