Pinagana na muli ng National Disaster Risk Reduction and Management Council (NDRRMC) ang kanilang emergency preparedness and response (EPR) protocols sa iba't ibang bahagi ng bansa dahil sa inaasahang paghagupit ng bagyong Betty.

Ang EPR protocols ay mga hakbang na dapat isagawa ng mga government agency at local government unit bago pa ang pananalasa ng bagyo at sa panahon ng response operations.

“We continue to coordinate with different agencies on preparations for Super Typhoon ‘Betty.’ This is to ensure that all necessary measures are in place from the national down to the local level. We have already identified and activated appropriate emergency preparedness and response protocols in different regions to be affected by the weather disturbance," pahayag ni Civil Defense Administrator, NDRRMC Executive Director, Undersecretary Ariel Nepomuceno na isinapubliko ng Presidential Communications Office (PCO) nitong Linggo.

Nakahanda na rin ang 1,679 na grupo mula sa Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), at Philippine Coast Guard (PCG) na magsasagawa ng search, rescue at retrieval operations.

"On the status of stockpile and standby funds, the Department of Social Welfare and Development (DSWD) reported that it has a total of ₱2.2 billion in its Central office, field offices, and National Resource Operations Center (NROC)," ayon sa PCO.

Nasa ₱256.2 milyon din ang naka-standby na Quick Response Fund (QRF) ng Office of Civil Defense (OCD) para sa 2023.

“Aside from the QRF, the OCD Central and its regional offices have a total of ₱108.2 million worth of prepositioned non-food items. All these are ready for distribution to assist the affected communities. Other resources of the government are also on standby including our equipment for emergency telecommunications, transportation assets, among others," dagdag pa ni Nepomuceno.

Kaugnay nito, sinabi naman ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) nitong Linggo na huling namataan ang bagyo 815 silangan ng Northern Luzon habang kumikilos pa-kanluran hilagang kanluran sa bilis na 20 kilometer per hour.

Sinabi pa ng PAGASA, taglay ng bagyo ang lakas ng hanging 175 kph malapit sa gitna at bugso na hanggang 215 kph.
