Pinawalang-sala ng Sandiganbayan ang isang dating regional director ng Department of Agriculture (DA) kaugnay sa umano'y paglustay nito ng mahigit sa₱5 milyong bahagi ng fertilizer funds noong 2004.
Si Dating DA-Region 4A directorDennis Araullo na dating kinasuhan ng paglabag sa Republic Act 3019 (Anti-Graft and Corrupt Practices Act) matapos matuklasan ng Commission on Audit (COA) na nagkaroon umano ng anomalya sa implementasyon ng₱728 milyong Farm Inputs and Farm Implements Project (FIFP) sa ilalim ng “Masaganang Ani” program ng DA.
Hindi umano nai-liquidate ni Araullo ang₱5.61 milyong bahagi ng₱94 milyong fertilizer funds noong 2004.
Binanggit sa kaso na nilabag ni Araullo ang panuntunan ng COA nang inilipat umano nito ang nasabing pondo sa mga benepisyaryo, proponent at kahina-hinalang supplier.

Bilang depensa, sinabi ni Araullo sa anti-graft court na wala silang unliquidated na halaga dahil ibinalik na nila sa Bureau of Treasury ang hindi nagamit na pondo.
“All things considered, the court is of the view that the accused’s guilt was not proven beyond reasonable doubt in order for him to be convicted of the offense charged. The prosecution failed to prove the existence of a corrupt intent, dishonest design and unethical interest which goes to the very nature of the offense charged,” ayon sa pahayag ng korte.
