“The Larong Volleyball sa Pilipinas, Inc. (LVPI) has, absolutely, no legal personality with its “provisional membership” in the FIVB.

“Its affiliation in the FIVB was proposed in the General Assembly of the 2018 FIVB World Congress held in Cancun, Mexico together with the proposal to exclude/expel the Philippine Volleyball Federation from its membership in the FIVB. The General Assembly voted to reject the proposal to exclude the PVF from its membership in the FIVB and the proposal to affiliate the LVPI was not approved as a two--thirds vote is required in both. These decisions were arrived at without conditions as evidenced in the official minutes of the 2018 FIVB World Congress,” pahayag ni PVF president Edgardo Cantada

“Simply based on the comment of Mr. Lamboy of the FIVB legal Committee, the FIVB claims that the “provisional membership of LVPI stands and PVF continues to be a regular member “without rights”.

This was not the decision of the General Assembly but a mere comment of Mr. Lamboy and was not brought before the General Assembly for resolution. Besides. The General Assembly in its decision, already, did not approve the proposal to affiliate the LVPI as member of the FIVB and rejected the proposal to exclude/expel the PVF. Thus, PVF retaining its membership with all rights. This is most unfair and highly irregular. Having two different representations from a single country is deemed unacceptable,” ayon kay Cantada.

“The PVF would like to reiterate that the exclusion and affiliation of membership are decided solely by the General Assembly. Any decision made by the General Assembly could only be revised, altered or revoked by the General Assembly only.

Sporting body, the International Olympic Committee (IOC) that the ultimate decision making body of international and national federations is the General Assembly. Neither the President nor the Board of Directors/ Administrators could alter, impose conditions or reverse any of its decisions.

“This situation has been going on for the past five years. The Philippine Volleyball Federation, a regular member in good standing of the FIVB since the year 1950 until a tyrant of a president of its Philippine Olympic Committee with a mere letter to the FIVB with false allegations caused its suspension in the FIVB. The tyrant has since been deposed after clinging in to power for more than a decade. The PVF, despite suffering from this injustice has kept Phi volleyball afloat. With its own resources, PVF has continued to engage vigorously in its grassroots development program including distribution of free volleyball equipment to more than a thousand public schools benefiting countless marginalized public school children to date. The PVF has continued to conduct referees’ and coaches’ courses producing thousands of licensed officials spred out in the country side. The PVF has conducted age-group tournaments without entry fees and with complimentary meals providing equal opportunities. These are all documented. We could only wish, the LVPI could say the same!

Nabuo ang LVPI sa panahon ni dating POC president Jose Cojuangco, ngunit hindi ito dumaan sa desisyon ng General Assembly. Batay sa rules ng Olympic body, matatangal bilang miyembro ang sports association sa bisa ng one-third vote ng GA.
