NAGLUNSAD ang Department of Education (DepEd) katuwang ang United States Agency for International Development (USAID) nitong Martes ng isang proyekto sa Pilipinas na magpapaunlad sa pagbabasa, matematika at socio-emotional skills ng mga mag-aaral sa rehiyon ng Bikol at Kanlurang Visayas.

Target ng proyekto, na pinangalanang “Advancing Basic Education (ABC+),” ang nasa 2 milyong mag-aaral ng dalawang rehiyon, na naglalayong pabutihin ang primaryang kasanayan sa buhay ng mga kabataan mula sa simula itong umapak sa eskuwelahan hanggang ikatlong baitang. Susuportahan din nito ang prayoridad ng DepEd na masigurado ang akses ng mga kabataan sa de kalidad na edukasyon lalung-lalo na sa mga ugar na mas nangangailangan.

Nakatakdang ipatupad ang proyekto sa loob ng limang taon, mula Hulyo 2019 hanggang Hunyo 2024 sa mga paaralang matatagpuan sa Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, Sorsogon, Aklan, Antique, Capiz, Guimaras, Iloilo at Negros Occidental.

Sa pahayag ni DepEd Undersecretary for Legislative Affairs, External Partnerships, and Project Management Tonisito Umali, sinabi nitong mandato ng batas na ang bansa ay dapat na magsulong at protektahan ang karapatan ng bawat mamamayan sa de kalidad na edukasyon at gumawa ng nararapat na hakbang upang matugunan ang alituntuning ito.

“Provision of lifelong learning is a collective responsibility and the community and other stakeholders must make sure that our children will grow up responsible. As for DepEd, to achieve its goals, it maximizes public-private partnerships,” pahayag ni Umali.

Dagdag pa niya, “Despite the fact that the education sector receives the highest budget, DepEd still needs to address critical gaps and needs not funded by the budget, and this is where development partners like the USAID come in.”

Samantala, sinabi naman ni US chargé d’affaires, John Law, na ang proyektong ito ay isang simbolo ng patuloy na pagtulong ng pamahalaan ng Estados Unidos sa de kalidad na edukasyon para sa benepisyo ng bawat mamamayang Pilipino.

“Education is critical for democracy, for development of individuals and the country as a whole, and it is the foundation of a globally competitive economy, and with better access to education, citizens can make well-informed choices and have better options,” paglalahad ni Law.

Ani Law, ang de kalidad na edukasyon ay isang bagay na kailangang paulit-ulit na gawin at pagtuunan, at ang Pilipinas at Amerika ay marami pang dapat gawin.

“Students who go to school still need to learn life skills for their future and career’s success. The many dialects in the Philippines make teaching, reading and basic literacy an extraordinary task, and we need to invest further in the youth so they will gain the skills they need,” dagdag nito.

Pinuri naman ni DepEd Undersecretary for Curriculum and Instruction, Diosdado San Antonio, ang proyekto at pinasalamatan ang gobyerno ng Amerika sa suporta para sa edukasyon ng bansa.

“This project, approximately PHP2 billion, is designed to boost DepEd’s systems in teachers’ professional development, materials development, and managing public funds for basic education. It will also capacitate teachers and administrators at the regional and local levels as the materials are provided in target regions to ensure target development,” pahayag ni San Antonio.

Nagpahayag naman ang direktor ng Philippine Chamber of Commerce and Industry Human Resources Development Foundation, si Alberto Fenix Jr., na ang pambansang ugnayan ng mga asosasyon ng mga negosyo, mga chamber, mga enterprise, at ang mga paaralan ay “fully supportive of the project because it will prepare the Filipino children for the world of work”.

“We express our solidarity and support to this project, and we respond positively to the call to the private sector to get involved and assist in its implementation,” dagdag nito.
