"Dapat alamin ‘yan, we will have to find out, ano, imbestigahan natin ‘yan.
“Where are the 100,000 barangay rainwater catch basins?” tanong ni Binay.
"El Nino is here and the water crisis is real, imminent and prevalent. Thirty years since Republic Act No. 6716, we want to know how many out of the 42,000 barangays have rainwater collection system (RWCS) gusto nating malaman kung ilan sa mahigit 42,000 barangay ang meron rainwater collection system (RWCS) na ginawa ng gobyerno," diin ni Binay.
Hinikayat ni Binay ang Department of Public Works and Highways (DPWH), Department of Interior and Local Government (DILG) at Local Water Utilities Administration (LWUA) na magsagawa ng joint inventory at audit ng lahat ng RWCSs upang malaman kung ilan sa 42,000 barangay ang nag-comply sa RA 6716.
"We wasted 30 years when each barangay should already have the capacity to resolve their problems on flooding and at the same time, water scarcity problems during dry months," diin ni Binay.
"The Philippines is blessed with water, but why haven't we made any significant step forward in mainstreaming climate change adaptive measures in our watersystems," aniya.
"It’s very concerning. We have to ask a certain number of questions because we get conflicting reports. Is it a problem of service delivery?" ani Angara.
