Magpapakalat pa ng karagdagang pulis at sundalo sa Samar, Negros Oriental, Negros Occidental, at Bicol region upang lipulin ang nasa likod ng kaguluhan sa nasabing mga lugar.

Ito ang nakasaad sa Memorandum Order No. 32, kung saan ipinag-uutos ni Pangulong Duterte ang masusing intelligence operations laban sa mga grupong naghahasik ng karahasan.

Iniutos din ng Presidente ang pagsasagawa ng agarang imbestigasyon at pag-uusig sa mga salarin.

Ang nasabing direktiba na sumusuporta sa mga panuntunan ng Armed Forces of the Philippines (AFP) at ng Philippine National Police (PNP) laban sa karahasan sa tinukoy na mga lugar, ay pirmado ni Executive Secretary Salvador Medialdea, sa utos ni Pangulong Duterte, nitong Nobyembre 22.
