Bumuo si Labor Secretary Silvestre Bello III ng technical working group na magbabalangkas ng mabilis na pagbibigay ng tulong ng Department of Labor and Employment (DoLE) sa mga manggagawang biglaang nawalan ng trabaho.
Kabilang sa mga miyembro ng grupo ay ang Bureau of Labor Relations, Bureau of Local and Employment, Bureau of Working Conditions, Bureau of Workers with Special Concerns, at International Labor Affairs Bureau.
Katuwang rin ng grupo ang Employees Compensation Commission, Institute for Labor Studies, National Conciliation and Mediation Board, National Reintegration Center for OFWs, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, at ang DoLE Financial and Management Service.
