Pinaninindigan ni Pangulong Duterte na hindi makikipagnegosasyon ang pamahalaan sa mga terorista gaya ng Maute Group, na naiimpluwensiyahan ng Islamic State at nagtangkang magtatag ng caliphate sa Marawi City.
Tiniyak ni Presidential Spokesman Ernesto Abella ang hindi nagbabagong paninindigan ng Pangulo upang pabulaanan ang mga ulat na naghanda ito para makipag-usap sa Maute pero hindi itinuloy ang plano.

“Up to this point, we have no verified reports that there were efforts to initiate such actions as Agakhan Sharief claims,” sinabi ni Abella sa isang news conference sa Palasyo.
“Let me be clear that the position of the Palace and the President is not to negotiate with terrorists including the local terrorist groups which had intended to establish a state within the Philippine state and to remove allegiance to the government of the Philippines and the chief executive of the city of Marawi and its residents because this constitutes rebellion,” aniya.
Iginiit ni Abella na walang magaganap na pakikipagnegosasyon sa mga terorista na pumasailalim sa “foreign leader and hold to a dangerous ideology that is inimical to the wellbeing of all Filipinos including Muslim Filipinos.”
Sa interview kay Abella ng mga reporter kalaunan, inamin niya na si Farhana Romato Maute, ang inarestong ina ng Maute Brothers, ang nagtangkang makipag-usap sa Presidente, na tumanggi sa kahilingan nito.
“They offered to hold backchannel talks, not him (President Duterte),” sabi ni Abella. “He rejected it.”
Sa ulat ng Reuters, ibinunyag ni Sharief, isang Muslim cleric, na pinahintulutan ni Duterte ang pakikipagnegosasyon sa mga militante na sumalakay sa Marawi.
Isang senior aide ng Pangulo ang sinasabing lumapit sa Muslim leader upang maipaabot ang mensahe sa Maute Group at nagsimula ang backchannel talks para tapusin ang Marawi siege.
Sinabi ni Sharief na natapos ang negosasyon nang ipahayag ng Presidente na hindi na ito makikipag-usap sa mga terorista, sa speech nito noong Mayo 31.
Ang reaksiyon ni Abella sa pahayag ni Sharief: “We do talk to our sources and like I said, there is nothing verifiable.”
Nang usisain kung tinanong niya ang Pangulo tungkol sa napaulat na backchannel talks sa Maute, sinabi ni Abella, “He’s not my source, he’s my principal.”
Nang tanungin kung walang kumpirmasyon mula sa Pangulo na walang naging negosasyon, ani Abella: “That’s speculation.”
Itinanggi rin kahapon ni Armed Forces of the Philippines (AFP) spokesman Brig. Gen. Restituto Padilla na nagtangka ang gobyerno na makipagnegosasyon sa Maute Group.
“Everybody believes that nothing of that sort will ever happen because the instruction coming from the commander-in-chief has been very clear, that there will be no negotiations with this evil elements who are inside the city and brought damage and havoc to Marawi,” sabi ni Padilla.
“They have killed many innocent civilians and the lives of our men. So how can you negotiate with them?” dagdag pa niya.
Iniulat din kahapon ni Padilla na umabot na sa 351 terorista ang napatay sa Marawi, habang 425 armas na ang nakumpiska ng militar mula sa Maute.
