ILOILO CITY – Inatasan ng Office of the Ombudsman ang Department of Interior and Local Government (DILG) na ipatupad ang three-month suspension order nito laban sa siyam na opisyal ng pamahalaang panglalawigan ng Iloilo dahil sa umano’y mga iregularidad sa pagbili ng mga gamot at medical supplies.
Natuklasang guilty sa simple misconduct sina Provincial Accountant Lyd Tupas, Assistant Provincial Accountant Sandra Bionat, at ang mga miyembro ng bids and awards committee (BAC) na sina Edgar Sumido, Ramie Salcedo, Corazon Beloria, Romeo Andig, Glenda Losanta, Antonio Muralla at Julius Tidon.
Ayon sa Ombudsman, taong 2010 nang ibigay sa iisang supplier ang 14 na kontrata para sa pagbili ng iba’t ibang gamot at medical supplies na nagkakahalaga ng P5,342,100.
Pinili ng mga opisyal ang alternatibong paraan ng emergency procurement dahil katatapos lang umanong manalasa ng bagyong ‘Frank’ sa lalawigan noong 2008, bagamat walang resolusyon ng BAC na iprinisinta upang bigyang-katwiran ang nasabing pagbili.

Sa desisyon nito, sumang-ayon ang Ombudsman sa Commission on Audit (COA) nang matukoy na “the procurements were done from January to May 2010, or almost two years after the typhoon, which removed the situation from the ambit of an emergency.”
“Even if the procurement could be considered emergency purchases, the absence of a BAC resolution recommending the alternative mode of procurement, not only violated Government Procurement Reform Act, but also demonstrated the BAC’s blind adherence to the purchase requests without regard to its responsibility of ensuring that the procuring entity abides by the standards set forth by the law and its implementing rules and regulations,” paliwanag pa ng Ombudsman.
