Sinabi kahapon ng Malacañang na walang sapat na batayan ang report na inilabas ng Human Rights Watch (HRW) na nagsasabing maaaring panagutin si Pangulong Duterte sa mga napapatay sa kampanya kontra droga.
Ito ay kasunod ng resulta ng apat na buwang imbestigasyon ng New York-based HRW na nagsasabing sangkot ang Philippine National Police (PNP) sa umano’y extrajudicial killings.
Nakasaad din sa 125 pahinang report, may titulong “License to Kill,” na maaaring panagutin si Duterte sa nasabing pagpatay at maaari rin itong ipadala sa international court sa kabiguang maaksiyunan ang pagpatay.
Ayon kay Chief Presidential Legal Counsel Salvador Panelo, walang pruweba na si Duterte ang nasa likod ng pagpatay.

“There is no basis that the President is behind all these killings. He is saying that there is corruption of the policemen, but that doesn’t mean that he is behind the corruption of these policemen,” aniya sa kanyang panayam sa ANC.
Tinukoy ni Panelo ang pagsasabi ni Duterte na ang PNP ay “corrupt and rotten to the core” dahil sa pagkakasangkot ng mga pulis sa pagkamatay ng negosyanteng si Jee Ick-joo.
“They’ve been accusing the President for the crimes but they have not made any move to bring him to court,” ani Panelo.
“All we hear are talks and they have not presented any evidence. What are the evidence behind all these?” dagdag niya.
Nakasaad din sa HRW report na ang unang anim na buwang panunungkulan ni Duterte ay “human rights calamity” matapos mapatay ang mahigit 7,000 katao sa Oplan Tokhang ng PNP.
“While the Philippine National Police (PNP) have publicly sought to distinguish between suspects killed while resisting police arrest and killings by ‘unknown gunmen’ or ‘vigilantes,’ Human Rights Watch found no such distinction in the cases investigated,” base sa report.
