Hiniling kahapon ng Volunteers Against Crime and Corruption (VACC) sa Office of the Ombudsman na imbestigahan din si dating Philippine National Police (PNP) chief Alan LM Purisima kaugnay ng Mamasapano massacre.
Partikular na isinampa ni VACC Chairman Dante Jimenez ang reklamong usurpation of official functions sa ilalim ng Article 177 ng Revised Penal Code (RPC).
Nag-ugat ang usapin sa umano’y partisipasyon ni Purisima sa pagpaplano at pagpapatupad ng operasyon ng PNP-Special Action Force (SAF) sa Mamasapano, Maguindanao noong Enero 25, 2015, na tinawag na “Oplan Exodus.”
“This is in connection with his [Purisima] participation in the operation despite being suspended at that time,” ayon sa reklamo.

Binanggit ni Jimenez na layunin ng naturang operasyon na lipulin ang tatlong high-profile terrorist, kabilang na ang Malaysian bomb maker na si Zulkifli bin Hir, alyas “Marwan”; at si Basit Usman.
Idinahilan niya na suspendido na noon si Purisima dahil sa graft case, na isinampa sa Office of the Ombudsman na may kaugnayan naman sa umano’y maanomalyang kontrata ng PNP sa isang courier firm, pero umeksena pa ito sa pagmamando sa operasyon ng PNP-SAF.
“Respondent is guilty of usurping official functions. He could not have legally participated in the planning and execution of the Oplan Exodus while under preventive suspension. Due to his preventive suspension, he could not legally exercise the functions of his former office. Therefore, the act of respondent Purisima in relation to Oplan Exodus constitute usurpation of official functions punishable under Article 177 of the Revised Penal Code,” saad sa reklamo.
Tinukoy pa ng VACC ang dalawang naging aksyon ni Purima: Una ang umano’y partisipasyon nito sa isang briefing sa Malacañang kaugnay ng “Oplan Oxodus” noong Enero 9, 2015, at ang palitan nito ng text messages kay Pangulong Aquino at sa ilang military official habang nakikipagbakbakan ang PNP-SAF sa mga tauhan ng Moro Islamic Liberation Front (MILF) at Bangsamoro Islamic Freedom Fighters (BIFF).
