Inanunsyo ni Independent Commission for Infrastructure (ICI) Chairperson Andres Reyes Jr. na magwawakas na ang mandato ng kanilang komisyon hinggil sa imbestigasyon ng mga maanomalyang flood control projects sa bansa.
Sa isang pahayag na ibinahagi ni Reyes nitong Biyernes, Marso 13, sinabi niyang isinumute na nila sa Office of the Ombudsman (OMB) ang lahat ng mga nakalap nilang ebidensya hinggil sa imbestigasyon ng iregularidad ng mga nasabing flood control.
“Today, March 13, 2026, the Independent Commission for Infrastructure (ICI) turned over to the Office of the Ombudsman (OMB) all documents, evidence, and findings gathered in the course of its investigation, as previously reported in the Commission’s 125-Day Report submitted to the Office of the President on February 6, 2026,” saad ni Reyes.
Aniya, “The Commission will also provide and submit to the Department of Justice and the Department of Public Works and Highways the same documents and files it has turned over to the OMB for their records, review, and guidance.”
“The ICI has been in operation for nearly 6 months. However, with the resignation of its two commissioners, it functioned as a collegial body for only 90 days. With this brief period, the Commission has established the investigative framework and methodology that can now be adopted and replicated by statutory prosecutorial agencies in examining the full universe of anomalous infrastructure projects,” dagdag pa niya.
Inisa-isa rin niya ang ilan pang mga nagawa ng ICI mula nang ito ay binuo para sa imbestigasyon ng anomalya sa flood control projects.
“The ICI has submitted 9 referrals covering 65 individuals to the OMB and has convened 20 agencies in the Technical Working Group for Asset Recovery. It has also initiated the development of 3 information systems designed to detect fraud and other irregularities in infrastructure projects,” aniya.
Dagdag pa niya, “While these represent only the initial phase of a much broader investigative and restitution effort, these accomplishments demonstrate that, with strong inter-agency coordination, proper investigations can be conducted which could ultimately lead to the successful prosecution of those responsible and the recovery of stolen public funds.”
Giit ngayon ng ICI chairperson, naniniwala siyang nagawa na ng ICI ang kanilang mandato—kung kaya’t idinedeklara niya na ang pagtatapos ng operasyon nito.
“With these frameworks and systems now in place, I believe that the Commission has fulfilled its mandate under Executive Order No. 94, and that the work initiated by the ICI is now properly situated to be carried forward by the agencies established by law. Thus, I hereby recommend that the ICI wind down its operations. The Commission will remain operational until March 31, 2026, to complete the necessary administrative processes related to its wind-down,” ani Reyes.

Hinikayat niya rin ang mga ahensyang magpapatuloy ng imbestigasyon hinggil sa flood control projects na sundan ang kanilang rekomendasyon para sa transparency, enhanced coordination, at accountability.
