Ipinagtanggol ni House Assistant Majority Leader Zia Alonto Adiong noong Biyernes, Enero 23, 2026 ang naging desisyon ng Office of the Secretary General ng House of Representatives na hindi tanggapin ang mga reklamong impeachment na inihain ng Makabayan Bloc at ng grupong pinamumunuan ng dating Anakalusugan Rep. Mike Defensor, at iginiit na mahigpit itong sumunod sa mga patakaran ng Kamara.

Ayon kay Adiong, hindi basta-bastang transaksyon ang pagtanggap ng isang impeachment complaint.

“The receipt of an impeachment complaint is not a casual or clerical transaction,” ayon sa mambabatas mula Lanao del Sur.

“It is a formal constitutional act that must strictly comply with House rules. It cannot be improvised, delegated casually, or reduced to a mere drop-off,” dagdag niya.

Noong Huwebes, Enero 22, tumanggi ang isang tauhan ng House Secretary General na si Cheloy Garafil na tanggapin ang mga reklamo dahil nasa isang naka-iskedyul na opisyal na biyahe ito sa Taiwan upang tumanggap ng parangal.

Ipinaliwanag ni Adiong na sa ilalim ng mga patakaran ng Mababang Kapulungan, ang mga reklamong impeachment ay kinakailangang pormal na ihain at tanggapin mismo ng Secretary General, na nagsisilbing opisyal na tagapag-ingat ng mga rekord at sertipikasyon ng Kamara. Aniya, hindi lamang isang ministerial act ang pagtanggap ng naturang reklamo.

“The Secretary General is required, upon receipt, to determine whether the complaint is complete and whether it complies with constitutional and rules-based requirements on form, including verification, endorsements, and accompanying documents,” paliwanag ni Adiong.

“This is not a mechanical function that can be exercised without authority or accountability,” dagdag pa niya.

Babala rin ng mambabatas na ang pagtanggap ng impeachment complaint nang wala ang Secretary General ay maaaring maglantad sa Kamara sa mga procedural challenge at alegasyon ng iregularidad.

“Accepting an impeachment complaint without the Secretary General would expose the House to procedural challenges and claims of irregularity,” ani Adiong. “That would be a far more serious breach of duty.”

Dagdag pa niya, ang pagliban ni Garafil ay dahil sa isang opisyal at naunang naka-schedule na sa overseas engagement na may sapat na dokumentasyon at alam ng publiko.

“Moreover, ang House ay kasalukuyang nasa legislative recess. Kaya hindi po maaasahan na kumpleto ang mga tao sa House araw-araw, at marami po sa kanila ang may mahahalagang opisyal na tungkulin na inaasikaso sa iba’t ibang bahagi ng Pilipinas o sa labas nito,” ayon kay Adiong.

Binigyang-diin din niya na walang pagtanggi na tanggapin ang anumang reklamo.

“There is no refusal to receive any complaint,” giit niya. “There is only adherence to the rules that govern how such complaints are properly received.”

Ayon pa kay Adiong, may presumption of regularity ang mga opisyal na aksyon ng tanggapan ng Secretary General.

“Impeachment is a constitutional proceeding with grave consequences,” aniya. “It is governed by precision, not convenience. Compliance with the rules is not obstruction— it is the Constitution at work.”
