Agad na sinagot ni Executive Secretary Ralph Recto ang umano’y mga kasong technical malversation, graft and corruption, plunder, at grave misconduct na isinampa laban sa kaniya ng grupo ng mga doktor, health advocates, at abogado sa Office of the Ombudsman nitong Huwebes, Enero 15, 2026.

Ayon sa inilabas na pahayag ni Recto sa Facebook post ng Office of the Executive Secretary nito ng Huwebes, sinabi niyang nirerespeto nila ang bawat mga grupong naghahanap ng hustisya sa pamamagitan ng legal na proseso.
“We respect the right of any individual or group to seek legal remedies and to avail themselves of the processes provided under our laws,” pagsisimula niya.

Depensa ni Recto, na-address na raw noon pa ng Korte Suprema ang isyung tungkol sa paglipat ng ₱60 bilyong pondo ng Philippine Health Insurance Corp. (PhilHealth) sa national treasury at nakipagtulungan dito ang pamahalaan.
“The issue has already been addressed by the Supreme Court, and the government has fully complied with its ruling. Consistent with this, funding for PhilHealth has since been restored and even augmented in order to better serve our countrymen,” paliwanag niya.
Idiniin din ni Recto na inosente siya at wala raw dapat na criminal liability ang iugnay sa kaniya bilang Secretary of Finance noon, ayon umano sa Supreme Court Justices.
“Let me also reiterate my innocence, as opined by Supreme Court Justices, that no criminal liability may attach to me, as former Secretary of Finance, for acting in good faith and in accordance with a direct mandate from Congress in ordering the remittance of PhilHealth's unused funds,” paglilinaw niya.
Dagdag pa niya, “We remain confident that the facts and the law are clear, and that the appropriate institutions will evaluate any allegations fairly and objectively.”
Pagpapatuloy pa niya, patuloy raw nilang nirerespeto ang due process ng Korte, tutulong itaguyod ang taumbayan, at hindi magpapadala sa mga ingay sa politika.
“For our part, we will continue to uphold the rule of law, respect due process, and work to uplift the lives of our kababayan. I will not get distracted by political noise. The work of improving government performance and services is my priority,” pagtatapos pa niya.
