Pinabulaanan ni Batangas 1st District Rep. Leandro Leviste ang naging pahayag ng Department of Public Works and Highways (DPWH) na sapilitan at “illegal” umano niyang kinuha ang “Cabral Files.”
Ayon sa naging panayam ng The Big Story ng One News PH kay Leviste noong Martes, Disyembre 30, mariin niyang itinanggi ang nasabing pahayag ng DPWH sa paraan ng pagkuha niya ng mga files ni dating DPWH Usec. Catalina Cabral.
“I vehemently deny that I illegally obtained the files,” pagsisimula niya, “As I said because Secretary Vince said on the phone and there many other people that overheard the speaker phone conversation that he authorizes Usec. Cabral to give all the files to me in the interest of transparency.”
Dagdag pa ng congressman, “And as I said earlier, it is suspect that they’re only saying this months after seemingly the public can see they don’t want the files released to the public.”

Ani Leviste, hindi pa rin daw naipapaliwanag ng usaping ito ang hindi pa pagsasapubliko ng Office of the Ombudsman kahit na natanggap na nila ito noon pang Disyembre 23, 2025.

“I also want to clarify to your viewers that I was saying to the public since November that I had these files and the DPWH wasn’t raising any issues with it then,” aniya.
“I was also asking for the files to be preserved for Usec. Cabral to be protected and made as state witness,” paliwanag pa niya.
Umaasa umano si Levista na lumabas na sa publiko ang katotohanan dahil na rin marami na ang may kopya ng mga files ng yumaong si Cabral.
“It’s unfortunate that it wasn't taken then. But I do hope that truth will come out because many other people also have the files,” saad niya.
Anang congressman, hindi daw dapat ituon ng madla ang kanilang atensyon sa kaniya bagkus ay sa nilalaman ng mga files ni Cabral.
“This is important for your viewers to know it’s not just me, so the focus shouldn't be on me. It should be on the contents of those files out to the public,” pagtatapos pa niya.
Matatandaang mariing itinanggi ni DPWH Sec. Vince Dizon ang umano’y “baseless at malicious” na paratang na ipinukol laban sa kaniya ni Leviste kaugnay ng sinasabing budget “insertions” o “allocables.”

Nilinaw na umano ng BCDA na wala itong kahit anong flood control project na pinopondohan sa pamamagitan ng budget insertions, “allocable funds,” o anumang discretionary source.
Anila, pawang kasinungalingan at walang basehan ang mga paratang na may ganitong uri ng pondo para sa naturang mga proyekto.
Mas lalo raw naging kahina-hinala ang timing ng mga akusasyon ni Leviste matapos lumutang ang mga ulat na may ilang kawani ng DPWH na nag-akusa sa mambabatas ng umano’y puwersahan at ilegal na pagkuha ng mga dokumento mula sa pumanaw na si Cabral.
