Nilinaw sa publiko ng Office of the Ombudsman na marami na rin umanong umanong lumapit sa kanila upang magbigay ng “Cabral Files” bukod sa kopyang hawak at mayroon ngayon si Batangas 1st District Rep. Leandro Leviste.
Ayon sa inilabas na video statement ni Assistant Ombudsman Mico Clavano nitong Lunes, Disyembre 29, ipinaliwanag niya sa publiko ang kahalagahan ng mga may kredibilidad umanong “Cabral Files.”
Aniya, “The Office of the Ombudsman has actually been approached by multiple sources claiming to possess copies of the supposed ‘Cabral Files.’”
Dagdag pa niya, “These claims underscore and really highlight the importance of distinguishing between original evidence and secondary or third party copies on the other hand.”

Ani Clavano, mismong ahensya at mga indibidwal na may kontrol at kustodiya sa mga computer at storage device ni dating Department of Public Works and Highways (DPWH) Usec. Catalina Cabral ang maituturing na mga katiwa-tiwalang ebidensya.
“Second, the best and most reliable source of documents are actually the agencies and individuals who had custody, who had controlled, and even authorships of the computers, the storage devices, and the file themselves,” saad niya.
“Evidence that is derived directly from these sources will naturally carry far greater evidentiary value than copies that are circulating outside the official custody,” paliwanag pa niya.
Diin ni Clavano, nawawala raw ang “evidentiary credibility” ng isang ebidensya o dokumento kung dumaan na ito sa mga pormat ng Word o Excel dahil maaari raw na manipulahin o baguhin ang naturang ebidensya sa isang kaso.
“Third, the office emphasizes that soft copies of documents held by third parties, especially those in the format of Word or Excel inherently lose evidentiary credibility as they are susceptible to alteration, incomplete context, or manipulation,” ‘ika niya.
“As such, these materials cannot by themselves be treated as conclusive evidence,” paglilinaw pa niya.
Matatandaang isiniwalat sa publiko ni Leviste na mayroon daw listahan si dating Cabral ng lahat ng proponents ng DPWH insertions noong Disyembre 19, 2025.

Matapos nito, nilabas ni Leviste sa kaniyang Facebook post noong Disyembre 24, 2025 ang 2025 DPWH Budget per District Summary file na ibinigay umano sa kaniya ni Cabral noong nabubuhay pa.
Dagdag pa rito, sinabi rin ni Leviste na wala umano siyang ibang magagawa kundi ilabas ang listahan ng pangalan ng mga indibidwal na pumigil sa kaniyang isapubliko ang mga umano’y “Cabral files” na hawak niya kung hindi raw kukumpirmahin ni DPWH Sec. Vince Dizon na ipinabigay nito sa kaniya ang mga iyon.

“Nasaan na ang Vince Dizon ng September — na tumawag kay USec Cabral para ipabigay sa akin ang mga files ‘in the spirit of transparency’?” kuwestiyon ni Leviste sa kaniyang Facebook post noong Disyembre 27, 2025.
“Kung hindi aaminin ni Sec Vince na pinabigay niya sa akin ang mga authentic na files na ito, mapipilitan akong pangalanan ang mga taong kumausap sa akin upang huwag itong ilabas — na maaaring sila rin ang pumipigil kay Sec Vince na kumpirmahin ang authenticity ng mga files,” pagdidiin niya.
Samantala, hindi naman kinukumpirma ni Dizon sa publiko ang sinasabi ni Leviste na siya mismo ang nag-utos kay Cabral na ibigay ang mga dokumento nito sa kongresista.
