Tila hindi kumbinsido si Sen. JV Ejercito sa ₱51.6B bilyong pondo para sa Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP) mula sa bersyon ng bicameral conference committee meeting.
Ayon sa isinapublikong manipestasyon ni Ejercito sa kaniyang mga kapuwa mambabatas nitong Lunes, Disyembre 15, ibinahagi niya ang kaniyang alalahanin sa pag-apruba ng dagdag-pondo para sa MAIFIP sa bicam noong Linggo, Disyembre 14, 2025.
Paliwanag ni Ejercito, maaari daw lumabas na “politically mediated access to healthcare” ang nasabing pagdaragdag ng pondo sa MAIFIP mula sa ₱24.23 bilyon sa National Expenditure Program (NEP) hanggang sa maging ₱51.6B sa bersyon ng bicam.
“The sharp increase in the MAIFIP budget from P24.23B in the NEP to P51.6B in the bicameral version might be interpreted as politically mediated access to healthcare,” aniya.

Pagdidiin pa niya, “This runs counter to the goal of strengthening systematic, universal coverage under the Universal Health Care Act. It risks trading higher PhilHealth participation in hospital bills, lower out-of-pocket expenses, and even the dignity of patients for political patronage.”
Giit ni Ejercito, hindi raw iyon ang nailarawan nila nang buuhin nila ang Universal Health Care Act (UHC).
“This is not what we have envisioned when we crafted the Universal Health Care Act. Ang pagkakaroon ng isang malusog na populasyon ay obligasyon ng pamahalaan at hindi utang na loob kanino man,” saad niya.
Pagpapatuloy ni Ejercito, mahalagang hakbang na raw ang UHC para sa health system ng bansa kaya mas mahalaga raw na ilagay ang pondo para sa mas kinakailangan.
“My colleagues, let us weigh our choices carefully. The UHC Act is already a game-changer in our health system, but its success depends on where we put our money and what we choose to prioritize[...]” paglilinaw niya.
Mungkahi ni Ejercito, ilagay raw ang pondo na direkta para sa Philhealth o sa mga hospital na nag-iimplement ng zero balance billing.
“Since we are willing to allocate a higher budget for health, I recommend to lodge it directly to Philhealth as the first payor of healthcare expenses or even directly to hospitals implementing zero balance billing,” suhestiyon niya.
“Ibuhos natin ang pondong pangkalusugan diretso sa health system, mga ospital, at pasyente. Hindi dapat nanlilimos ng serbisyong pangkalusugan ang ating mga kababayan,” diin pa niya.
Anang senador, dapat daw na ikonsidera ng mga mambabatas ang malaking pagtaas na pondo ng MAIFIP.
“If our goal is to ensure proper medical assistance to the poor and to those just one illness away from poverty, we must seriously reconsider the massive increase in MAIFIP,” pagtatapos pa niya.
