Umapela ang Department of Public Works and Highways (DPWH) sa Senado para ibalik ang halagang kinaltas mula sa mga proyekto sa 2026 proposed budget ng ahensya bilang resulta sa tinapyas na Construction Materials Price Data (CMPD).

Sa latest Facebook post ng DPWH nitong Sabado, Disyembre 13, hiniling nila na payagang ipatupad ang mga pagbabago sa paggasta ng proyekto gamit ang na-update na CMPD Special Issuance.

“The DPWH has asked that it be allowed to implement the project cost changes using the updated CMPD Special Issuance, in the exercise of its executive functions, in order to ensure its proper execution,” saad ng ahensya.

Dagdag pa nila, “The motion for reconsideration is made to ensure that the detailed process of applying the new CMPD will be followed to avoid inaccurate costing and potential project unimplementability, which may lead to underspending, and related legal and administrative issues.”

Kaya naman upang masiguro na tatalima sa updated CMPD ang DPWH Implementing Offices—partikular ang Regional at District Engineering Offices— naglabas ng isang Department Order ang ahensya na ipinag-uutos ang mga sumusunod:

- Follow a workflow to adjust all Pay Items in the Programs of Work (POW) using the updated CMPD;

- Revise all Approved Budgets for the Contract (ABCs);

- Require detailed documentation and quality assurance, and; 

- Mandatory compliance prior to procurement

Sa huli, tiniyak ng DPWH sa Kamara at Senado na mahigpit nilang ipapatupad ang updated CMPD Regional at District Engineering Offices.

Posibleng maharap sa kasong administratibo at kirminal ang sinomang mabibigong makakatupad sa naturang utos sang-ayon sa nakasaad sa Civil Service at patakaran ng departamento. 

Matatandaang tinapyasan ng Senado kamakailan ang pondo ng DPWH mula ₱624.48 bilyon na naging P570.48 bilyon kalaunan.
