Sumulat si House Speaker Faustino "Bojie" Dy III kay Senate Blue Ribbon Chairman Panfilo "Ping" Lacson upang ipaliwanag kung bakit hindi dumalo ang mga inimbitahang kongresista sa pagdinig ngayong Biyernes, Nobyembre 14.
Sa naturang sulat na may petsang Nobyembre 12, 2025, sinabi ni Dy na ang mga house members na inimbitahan ng komite ay nauna nang makikipag-cooperate sa Independent Commission for Infrastructure (ICI).
"The concerned members of the House have already formally submitted themselves to the jurisdiction and ongoing investigation of the Independent Commission for Infrastructure (ICI)," saad ng House Speaker.
Dagdag pa niya, "As such, it is in the interest of the Filipino people that these House Members first fulfill their duty to cooperate with the independent investigative body directly tasked by the Executive with this matter."

"Subjecting them to a simultaneous legislative inquiry on the identical subject could potentially prejudice the finding of the ICI," giit pa ni Dy.
"Rest assured that the House remains supportive of all initiatives aimed at promoting transparency and accountability in the conduct of public affairs."
