Nagpasa ng interim report at rekomendasyong kasong graft at malversation ang Independent Commission for Infrastructure (ICI) sa Office of the Ombudsman (OM) laban kina dating Department of Public Works and Highways (DPWH) District engineer Henry Alcantara, ex-DPWH assistant engr. Brice Ericson Hernandez at iba pa.
Ayon sa naging media briefing ni ICI Chair Andres Reyes, Jr., nitong Huwebes, Nobyembre 13, sinabi niyang tungkol ang inirekomenda nilang kaso sa OM sa ₱74 million flood control project sa Bocaue, Bulacan na inimplementa ng Bulacan 1st District Engineering office sa pangunguna ng Darcy & Anna Builders & Trading.
Anila, kaugnay rin nito ang nakatala sa kontrata nilang riverbank protection structure sa Brgy. Carillo, Hagonoy, Bulacan.
“Based on a report endorsed by the Commission on Audit (COA), it was established that no structure was constructed at the location specified in the Approved Bid Plans,” mababasa sa media briefer document na ipinasa ng ICI.
“The results of the COA technical inspection, together with the available records, clearly establish that the project was never implemented, despite the unwarranted release and full payment of the contract cost by the DPWH to Darcy & Anna Builders & Trading,” pagdidiin pa ng ICI.
Anang ICI, malinaw raw na naging “negligent” ang mga DPWH officials sa nasabing proyektong umano’y naimplementa at binigyan ng sapat ng pondo ng gobyerno ngunit hindi naman nasimulan.

Ayon sa ICI, maaaring maharap ang mga nasabing indibidwal sa ilalim ng Anti-Graft and Corrupt Practices Act, Malversation and Falsification provisions of the Revised Penal Code, Presidential Decree No. 1759 at the Government Procurement Reform Act.
“This briefer affirms the ICI's mandate to promote transparency and its duty to responsibly provide the public with reliable and accurate information,” pagtatapos pa nila.
