“Will we, the Filipino people, get justice?”
Ito ang panawagan ni Leyte Gov. Carlos Jericho Petilla sa pananagutan ng mga kaugnay sa mga anomalya sa flood control projects bilang komemorasyon sa ika-81 Leyte Gulf Landing nitong Lunes, Oktubre 20.
“Today, we have another war. We are faced with a new kind of war. The uncontrollable flood control fund scam, that is so much publicized now, and the extent of the scandal is staggering, appalling, and to some extent, embarrassing,” saad ng ni Petilla sa kaniyang talumpati.
Idinagdag niya na dahil sa mga rebelasyon mula sa mga anomalya sa flood control projects, ang reputasyon ng pamahalaan ay nadungisan na kasabay ng pagkasira ng tiwala ng mga mamamayan dito.

Binanggit din ng Gobernador na walang flood control fund ang probinsya ng Leyte.
“You know, people ask sometimes, ‘do you have [a] ‘flood control fund?’ I said I do not. Why? Let me give you a little bit of perspective,” saad ni Petilla.
“We have 81 governors, almost 1,500 mayors and about 90,000 barangays in the entire Philippines. Those 81 governors have board members, the mayors have counselors. We have employees, thousands of them. And then the barangays, they’re all over. They all have problems,” pagpapaliwanag niya.
Dito ay ibinahagi ng Gobernador na sa 6.3 trilyon ang inilaan ng National Budget para sa taong 2025, 1 trilyon dito ay para sa Department of Public Works and Highways (DPWH), na kapantay ng badyet para sa mga local government unit (LGU).
“The question that lingers to most people, ‘will we, the Filipino people, get justice? Are people going to be punished and sanctioned?’” aniya.
Sa pagbabalik-tanaw sa kabayanihan ng mga Pinoy at mga kaalyadong bayan nito noong panahon ng mga hapon, binanggit ni Petilla na hindi na dapat magkaroon ng giyera ng kahit anong uri, katulad ng kasakuyang pakikipaglaban sa mga anomalya ng flood control.
"We will never get tired of commemorating this date, only to remind us that we should never have another great war. In the case of the flood control scam, it is also our fervent hope, and we pray to God, that the sanctions will be put in place, otherwise, it will happen again, and just like any war, it should never happen again,” saad ng Gobernador.
“If they go unpunished, our forefathers who fought and died 81 years ago in this land where we are standing right now, would probably rise from their graves. If only to tell us, ‘are you worth dying for?’” dagdag pa niya.
Bilang aksyon ni Petilla para maiwasan ang “flood control scams” sa probinsya ng Leyte, binanggit niya na iniimplema nila ang “timelapse system” kung saan, inoobliga ang mga namamahala sa kanilang infrastructure projects ang araw-araw na pagsusumite ng progreso ng kanilang proyekto.
“We implement the ‘time lapse system’ to make sure that we review every project that we have down to the last inch. This will be submitted to us on a daily basis and our engineers will review them,” paliwanag niya.
Sa kasalukuyan din ay pinaplano na rin daw ng mga opisyal sa Leyte ang paggamit ng AI (artificial intteligence) para ma-detect kung nagagamit ba ang mga tamang specs sa kanilang proyekto, para na rin maiwasan ang substandard na mga gawa at ghost projects.
Sa pagtatapos ng kaniyang talumpati, nanawagan si Petilla na nawa’y maipagpatuloy pa ng Leyte ang kanilang adbokasiya na bumuo ng isang bansang mapayapa, progresibo, at nagpapahalaga sa dignidad ng bawat Pinoy.
