Kinumpirma ng Department of Justice (DOJ) ang pagsasampa ng dalawang reklamo laban kay Marikina 1st District Rep. Marcelino “Marcy” Teodoro sa umano’y paglabag niya sa Revised Penal Code. 

Ayon sa naging pahayag ni DOJ Spokesperson Jose Dominic Clavano IV nitong Huwebes, Setyembre 25, 2025, sinabi niyang mula ang reklamo sa dalawang babaeng pulis na na-assign noon bilang close-in security ni Teodoro. 

“The Department of Justice (DOJ) confirms that two complaint-affidavits have been filed before the National Prosecution Service against Congressman Marcelino Reyes Teodoro for alleged violations of the Revised Penal Code.

“The complainants are both female police officers who had been assigned as the respondent’s close-in security at different times,” saad ni Clavano.

Pagbabahagi ni Clavano, lumabag umano si Teodoro sa Article 336 ng Revised Penal Code o Acts of Lasciviousness sa unang nagsampang babaeng pulis habang paglabag naman sa ilalim ng Article 266-A(2) o Rape by Sexual Assault sa isa pang babaeng pulis na kaniya noong naging close-in security. 

“One alleged that the during the early period of her assignment, the respondent committed acts punishable under Article 336 (Acts of lasciviousness) of the Revised Penal Code. 

“The other, who had earlier served as close-in to the respondent’s spouse, the city mayor, and was later assigned to the respondent himself, alleged violations under Article 266-A(2) (Rape by Sexual Assault), as well as Article 336 (Acts of Lasciviousness) of the Revised Penal Code,” anang Clavano. 

Tiniyak naman ng DOJ na sasailalim sa case build-up at legal evaluation ang mga ebidensyang magpapatunay sa mga kasong isinampa laban kay Teodoro bago sila tumungo sa preliminaryong imbestigasyon. 

“In line with the Department Circular No. 20 (2023), the complaints will undergo case build-up and legal evaluation to determine sufficiency of evidence before any preliminary investigation. This ensures that any action, if warranted, will rest on a complete substantiated record,” ayon kay Clavano. 

“The respondent will be afforded full due process, while the identities of the complainants are being withheld to safeguard their privacy and security. The Department reiterates its commitment to act impartially and to pursue all cases strictly on the basis of evidence and law,” pagtatapos niya. 

Samantala, wala pa namang inilalabas na pahayag ang kampo ni Teodoro kaugnay sa isinampang reklamo laban sa kaniya.
