Nilinaw ng Banko Sentral ng Pilipinas o BSP na nagawa na umano nilang “i-take down” ang mga online gambling sites sa loob ng non-bank electronic money insurance o e-wallets.
Ayon sa naging pagdinig ng Committee on Games and Amusement sa Senado, nitong Martes, Setyembre 16, kinuwestyon ng mga senador na sina Sen. Erwin Tulfo at Sen. Risa Hontiveros si BSP Deputy Governor Mamerto E. Tangonan.
“We ask you right now for our directive from the last hearing to remove from E-wallets the links of gambling platforms. What is the status of this, BSP?” pagtatanong ni Tulfo.
Kinumpirma naman ni Tangonan nagawa na umano nila ang ipag-uutos ng komite sa kanilang ahensya na tanggalin ang mga nasabing illegal gaming platform links sa mga e-wallet.
“As of the end of day of August 16, all the Bangko Sentral supervised institutions that complied. That includes 38 non-bank electronic money insurance or commonly referred to as e-wallets. We verified that the links no longer exist nor are they working already,” anang Tangonan.
Pumagitna naman saa diskusyon nina Tulfo at Tangonan si Hontiveros.
Aniya, nais niyang linawin kung totoo umanong nagawan na umano ng BSP ng paraan upang pagbawalan o pigilan ang mga online gambling platforms.
“Mr. Tangonan, all the links have been severed?” paninigurado ni Hontiveros.
Ani ni Tangonan, natanggal na umano nila ang karamihan ng mga links sa e-wallets at bagama’t maaari umanong may mga natirang link, hindi na raw gumagana ang mga iyon.
“Yes, you honor. All links have been taken down and where they were not taken down but they were not working. Meaning if you click the link, it will not proceed to any site,” paglilinaw ni Tangonan.
Dagdag na tanong naman ni Hontivers, “[i]big niyong sabihin, wala na sa loob ng mga e-wallet ‘yong gambling platforms links?”
“The compliance of others is that the icons no longer appear, the other form of compliance is that when you prior to removal of the icons, when you clicked them it’s a broken link so it just leads to notice that all links have been disabled,” ayon kay Tangonan.
Muli namang nagbigay ng tanong si Hontiveros kay Tanongan kung alam ba niya umano na maaari pa ring gamitin ang mga e-wallets para “pagka-cash it at cash out” sa mga ito sa layuning makapagsugal online.
“But you do know sir that the Banko Sentral knows that puwede pa rin mag-cash in at mag-cash out sa pamamagitan ‘yong mga e-wallets for the purposes of gambling on online platforms,” saad ni Honitveros.
Pahabol pa ni Hontiveros, “I will pursue that later, Mr. Chair [Tulfo]. Kasi e di ibig sabihin po, sir, hindi pa nasusunod talaga ‘yong utos ng komite.”
Iginiit naman ni Tangonan na walang katotohanang hindi nila sinusunod ang komite sa ipinag-uutos nito sa BSP.
“Your honor, the order we issued to the supervised institutions is to remove the in-app links. Now with regards to the basic payment services, the online gambling operators, as far as they are licensed, they are considered as legitimate entities[...],” pagtatapos ni Tangonan.
