Isiniwalat ni Quezon City Mayor Joy Belmonte na ang ikaapat na distrito ng lungsod umano ang nagkaroon ng pinakamataas na budget para sa flood control projects.
Sa latest episode ng “KC After Hours” nitong Sabado, Setyembre 6, sinabi ni Belmonte na hindi pa raw nila napag-aaralan sa ngayon kung alin sa mga distirto ang may anomalya sa proyektong pipgil sana sa pinsalang dulot ng pagbaha.
“Hindi pa namin napag-aaralan which district has the most anomalous projects. However, in terms of budget, district four, ‘yan ang pinakamataas,” lahad ni Belmonte.
“We have different representative now,” pagpapatuloy ng alkalde. “But the funny thing is, the representative from 2019 to 2022 is this one guy who’s now sitting there again. 2022 to 2025 is a different one. Now, the guy who was there from 2019, he’s back. So it’s kind of hard.”

Si Quezon City 4th district Rep. Bong Suntay ang kongresistang tinutukoy ni Belmonte na nagsilbi noong 2019 hanggang 2022 na nakabalik sa posisyon matapos ang 2025 midterm elections.
Samantalang si Marvin Rillo naman ang tinutukoy na kongresista ng alkalde na naluklok noong 2022 hanggang 2025 na kalunan ay tinalo ni Suntay sa nakalipas na halalan.
“Because of that, that they keep changing one term at a time, it’s really also very hard to know unless we study very well whose budget it was that certain projects were implemented,” paliwanag ni Belmonte.
Ayon sa alakalde, marami umanong flood control projects ang hindi niya alam na naipatupad pala.
Aniya, “[H]indi naman namin alam na marami pala silang hindi kino-coordinate. Siyempre, ‘pag hindi mo alam, hindi mo hinahanap.”

Matatandaang nasasangkot ang Department of Public Works and Highways (DPWH) sa anomalya ng flood control projects.
Batay sa isiniwalat ng dating kalihim nitong si Sec. Manuel Bonoan, ghost projects umano ang ilan sa mga proyektong ito na ipinagkaloob sa Wawao Builders, Inc sa Bulacan.
Ayon kay Bonoan, umabot umano sa ₱5.9 bilyon ang halaga ng kontratang ibinigay sa Wawao.
“In Bulacan alone, Wawao Builders had 85 projects amounting to 5.9 billion [...] There seems to be some ghost projects,” anang kalihim.
Kinumpirma naman ito ni DPWH Usec. for Planning Services Maria Catalina Cabral sa ikalawang pagdinig matapos siyang tanungin ni Senate President Pro Tempore Jinggoy Estrada tungkol dito.
