Isiniwalat ni Senador Risa Hontiveros na nag-invest umano ng mahigit ₱1 bilyon ang Government Service Insurance System (GSIS) sa isang online gambling platform. 

Sa privilege speech ni Hontiveros nitong Martes, Agosto 5, sinabi niyang nag-invest sa DigiPlus ang GSIS sa ilalim ng pamumuno ni suspended GSIS President Jose Arnulfo "Wick" Veloso.

"Pinasok ito ng GSIS when Digiplus’ shares were being offered at a peak of ₱65.30. Those shares have since hit a low of ₱13.68. LUGI NA!" saad ni Hontiveros. 

"In the first place, what was GSIS thinking, investing funds in online gambling?!  Eh tayo nga po, mga kasamang nagtatrabaho sa gobyerno, ni hindi pwedeng tumungtong sa casino lalo na hindi pwedeng magsugal doon. Kaya bakit ang GSIS, todo taya, at ginawang puhunan ang pera ng public employees sa sugalan?" giit pa ng senadora.

Ibinahagi rin ni Hontiveros na nasa ₱1.83 trilyon ang total assets ng GSIS, na aniya nanggaling mula sa "sama-samang pangarap at pagsisikap ng ating mga kawani sa gobyerno, na buwan buwan ay kinakaltasan ang sahod bilang contributions sa GSIS."

Habang ang mga miyembro naman ng GSIS ay nasa 2,736,710, na kinabibilangan umano ng mga "guro, pulis, traffic enforcers, doktor at nurse sa pampublikong ospital, empleyado sa lokal na pamahalaan. Maging mga nagtatrabaho sa Senado."

Matatandaang nito lamang Hulyo nang sumailalim sa preventive suspension si Veloso at anim pang opisyal ng GSIS dahil sa umano'y kontrobersyal na ₱1.45 billion investment sa Alternergy.

Saad ni Hontiveros, "A quick look at the GSIS-Alternergy deal reveals multiple red flags. According to the Ombudsman, Mr. Veloso and his fellow GSIS officials may have committed serious misconduct when they entered into an agreement to purchase Alternergy’s Perpetual Preferred Shares without the approval of the GSIS Board of Trustees, and in clear violation of the GSIS’s own investment policies and guidelines."

Pagsisiwalat pa ng senadora, nag-invest pa ang GSIS ng ₱2.38 bilyon sa tatlong publicly-listed companies, kasama ang Alternergy, base umano sa Annual Audit Report ng Commission on Audit noong 2023. 

"All three companies had not demonstrated a 'proven track record of profitability over the last three years and payment of dividends at least once over the same period,' in clear violation of the Revised GSIS Act," ayon kay Hontiveros. "Sadly, the GSIS has already suffered a ₱251.37 million valuation loss on these equity bets. P251.37 million valuation loss! This is no longer risk-taking. Pagtatapon na ito ng pera!"

Samantala, wala pang pahayag ang GSIS maging si Veloso hinggil sa mga isiniwalat ni Hontiveros.
