Naghain sina Sen. Robin Padilla at Sen. Juan Miguel Zubiri ng resolusyon na naglalayong imbestigahan ang status ng pagpapatupad ng amnesty proclamation ni Pangulong Ferdinand “Bongbong” Marcos para sa mga miyembro ng ilang rebeldeng grupo.
Base sa Senate Resolution 1258 na inihain nina Padilla at Zubiri nitong Miyerkules, Disyembre 11, binanggit nila ang kawalan ng katiyakan na kinakaharap ng mga nagbalik-loob na rebelde na naghihintay umano ng pag-apruba ng kanilang mga aplikasyon sa amnestiya.
“Individuals awaiting the approval of their applications continue to face uncertainty as they transition to mainstream society, having to apply for provisional safe conduct passes and living with constant fear of harassment, intimidation and threat of arrest,” anang dalawang senador sa resolusyon.
“With tens of thousands of applications expected to go through the National Amnesty Commission, it is imperative to look into the possible causes of delay in the process, with the end in view of providing for possible solutions to aid in expediting the amnesty application process, in adherence to the Annex on Normalization under the Comprehensive Agreement on the Bangsamoro,” dagdag nila.

Matatandaang noong Nobyembre 22, 2023 nang pagkalooban ni Marcos ng amnestiya ang ilang grupo ng mga rebelde sa pamamagitan ng Proclamation Nos. 403, 404, 405 at 406 bilang bahagi umano ng peace initiatives ng administrasyon.
Kabilang sa mga grupo ang Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB), Communist Party of the Philippines-New Peoples Army-National Democratic Front (CPP-NPA-NDF), Moro Islamic Liberation Front (MILF), at Moro National Liberation Front (MNLF).

Samantala, lumabas umano sa consultative meeting ng Committee on Cultural Communities and Muslim Affairs na pinasinayaan ni Padilla noong Martes, Disyembre 10, na walang amnesty application mula sa MILF ang naaprubahan.
