Ang titulo niya, ‘ON THE PENDING ISSUANCE OF A CURFEW WITHIN METRO MANILA’
“The issuance of a curfew is to flatten the curve.
“Flattening the curve refers to measures taken as soon as possible to lower the rate of infection so the virus spread, which is inevitable, is spread out over time, so it does not tax the resources of the health care system.
“So yes, the curfew is an additional measure to discourage going out unnecessarily and to limit the movement of people. It is at night when people congregate more for social gatherings, and this is what we are trying to limit right now. Our government hopes to achieve that also by imposing social distancing measures, meaning cutting off the opportunities for large groups to gather and be more likely to contract the virus.
Is it the best solution?
“There are no BEST solutions at the moment. If there was, then we wouldn’t be facing this crisis and scrambling for answers. Maraming variables. Maraming gaps. Wala pang cure. We don’t have enough testing kits, and we have a shortage of supplies, etc. All of us are just trying to cope with the present situation and dealing with it the best way we could. Our government may not have the best system and structure right now to easily align decisions and cascade it in a very structured manner, but I can assure you that people are working their asses off to address this crisis. Our chat groups are burning with continuous updates coming from different agencies-mula sa barangay, sa local government, sa national govt, and the agencies involved. I can assure you na hindi kinukuha sa hangin lang ang mga decisiong ginagawa ng mga officials natin. But yes, we do recognize the need to be more synchronized and aligned.
“Best practices are being done by different countries right now but honestly, walang isang solution lang ngayon. We can only hope that what we adopt from them can actually work here. Again, we are a third world country. Our systems are not the same. Our resources are more limited. Our knowledge about this is also probably not as extensive.
“Plus, and the WORST PART we have to deal with the public na biglang nagiging “EXPERTS” on the case just because feeling nila may bright idea sila. Or public na walang malasakit sa nangyayari at imbis na makatulong, nagspread pa ng fake news. Or public na sinabihan na ngang may community quarantine, mag-eexodus mula sa Manila para sa pansarili nilang plano.
“But we soldier on. We understand the concerns, and yes, this government is far from perfect. It’s ok to ask questions. But sana beyond the questioning, the complaining, etc., the bigger goal is to be part of the solution. And we can start by respecting the decision of our authorities and not read into it negatively. Walang mawawala kung sumunod din muna tayo. Di naman forever ‘to.
“Besides, tayong mga citizens may moral and civic duty to comply with government rules. Kaya tayo may leaders na binoto ng majority. That’s just how it works.
“On the DILG announcement na wala pang final rule on curfew: the MMDA announced the recommendation issue curfew measures because the Metro Manila Council, composed of Metro Manila Mayors approved the recommendation in principle. But because we have to abide by the prescription of the law, dapat manggaling muna sa respective ordinances ng LGU ang pagpapatupad ng curfew.
“Hence, pending release of individual LGUs ang decision for the curfew. This is being addressed right now by the local government units--- they have to convene their councilors to follow proper protocol and get the ordinance passed. On the National LEVEL though, the president has made no mention of curfew measures, so this is the discretion of local government units.
“Balancing exigency for decisions and following protocols is always the challenge when it comes to emergencies. Pero nakakalungkot dahil walang ginawa ang iba kungdi magreklamo.
“Utang na loob, umayos tayo. Virus ang kalaban, hindi isa’t isa. Iset aside nyo muna ang politika.
