Ang planong pagpaparusa ng kamatayan sa mga drug trafficker at mandarambong ng pera ng bayan ay isang “game changer” sa pagsisikap na masawata ang mga krimen sa bansa, at partikular na makatutulong sa kampanya ng gobyerno laban sa ilegal na droga.

Ito ang dahilan kaya suportado na ngayon ni Philippine National Police (PNP) Chief Gen. Oscar Albayalde ang legislative agenda ni Pangulong Rodrigo Duterte, na sa kanyang State of the Nation Address (SONA) nitong Lunes ay nanawagan sa mga mambabatas na magpasa ng batas na magpapatupad ng death penalty sa mga mapatutunayang sangkot sa ilegal na droga at kurapsiyon.

“The PNP fully supports the legislative agenda of the national government for effective legislation that will add more teeth to the crusade against crime, drugs and corruption, particularly by imposing capital punishment for drug-related heinous crime and plunder, among others,” sinabi ni Albayalde ngayong Martes.

“I firmly believe that the deterrent effect of the certainty of punishment will be a game changer in our continuing campaign against illegal drugs, heinous crime and corruption, particularly against drug traffickers, smugglers and peddlers of illegal drugs,” dagdag pa ng PNP Chief.

Ang huling pahayag ni Albayade sa usapin ay mistulang 180-degree turn sa dati niyang paninindigan na maaari lang ipatupad ang death penalty kung maayos ang sistema ng hustisya sa bansa.

“Our justice system is not perfect. If it is already flawless, then I believe the death penalty can be restored,” sinabi noon ni Albayalde. “It is hard to convict even one person if he turns out to be innocent. It’s really painful.”

Gayunman, nilinaw ni Albayalde na mahalaga pa ring maisaayos ang justice system sa bansa, kaya naman isasama niya sa rekomendasyon ng PNP ang pagsasaayos sa hudikatura bago ipatupad ang death penalty sa bansa.

CRIMINALS ‘TO THINK TWICE’

Gaya ni Albayalde, nagpahayag din ngayong Martes ng suporta sa pagbabalik ng death penalty si Justice Secretary Menardo Guevarra.

“As secretary of justice, I believe that the imposition of the death penalty may somehow deter the commission of serious crimes,” sinabi ni Guevarra sa mga mamamahayag.

Paliwanag niya, “ordinary human behavior indicates that the fear of being put to death for the commission of a crime will naturally prompt a criminally minded person to think twice.”

Nagpahayag naman ng kumpiyansa ang Malacañang na mailulusot ang pagbabalik ng death penalty bago matapos ang termino ni Pangulong Duterte sa 2022, dahil na rin sa panig sa administrasyon ang super majority ng Kamara at Senado.

APELA SA MGA MAMBABATAS

Pinaalalahanan naman ni Rodolfo Diamante, executive secretary ng Catholic Bishops' Conference of the Philippines-Episcopal Commission on Prison Pastoral Care, ang mga mambabatas na inihalal sila ng taumbayan upang unahin ang kapakanan ng mamamayan at hindi para maglingkod “to please the President”.

“They have been elected by the people to work for their welfare not the President's,” ani Diamante, kaugnay ng pagpapahayag ng suporta ng maraming miyembro ng Kongreso sa apela ng Pangulo na muling buhayin ang parusang kamatayan.

“The CBCP-ECPPC calls on our legislators not to pass measures just to please the President,” dagdag niya.

“We urge them to study the bills thoroughly and determine if they will really address the problems of drug trafficking and plunder.

“Don't give our people an illusion and a quick fix 'solution' to our problems. They deserve something better.

“Moreover, it is anti-life, anti-poor and will enhance only the culture of violence and Death that is now prevailing in our country,” sabi pa ni Diamante.

Tutol din ang global human rights group na Amnesty International (AI) sa panukala, at iginiit na palulubhain lang ng death penalty ang “current climate of impunity” ng dug war ng gobyerno.
