Naglabas ng pastoral letter ang Catholic Bishops’ Conference of the Philippines (CBCP) kaugnay sa katiwalian sa likod ng flood control projects.
Sa isang Facebook post ni CBCP President Cardinal Pablo “Ambo” David noong Sabado, Setyembre 6, hinimok niya ang mga kapatid kay Kristo na kuwestiyunin ang gumugulong na imbestigasyon sa Senado at Kongreso.
“[H]ow credible are these inquiries when the very institutions conducting them are themselves implicated? Who inserted these projects into the national budget as pork, often at the expense of education, health, and social programs?” saad ni Cardinal Ambo.
Kaya naman nanawagan siya sa mga kabataan na gawin ang kanilang tungkulin sa pagsisiwalat ng katotohanan sa digital world.

Matatandaang nasasangkot ang Department of Public Works and Highways (DPWH) sa anomalya ng flood control projects.
Batay sa isiniwalat ng dating kalihim nitong si Sec. Manuel Bonoan, ghost projects umano ang ilan sa mga proyektong ito na ipinagkaloob sa Wawao Builders, Inc sa Bulacan.
Ayon kay Bonoan, umabot umano sa ₱5.9 bilyon ang halaga ng kontratang ibinigay sa Wawao.
“In Bulacan alone, Wawao Builders had 85 projects amounting to 5.9 billion [...] There seems to be some ghost projects,” anang kalihim.
Kinumpirma naman ito ni DPWH Usec. for Planning Services Maria Catalina Cabral sa ikalawang pagdinig matapos siyang tanungin ni Senate President Pro Tempore Jinggoy Estrada tungkol dito.
