Nakataas ang Signal No. 1 sa mahigit 25 mga lugar sa Visayas at Mindanao dahil sa Tropical Depression Kabayan, ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) nitong Linggo ng hapon, Disyembre 17.
Sa ulat ng PAGASA kaninang 5:00 ng hapon, huling namataan ang Tropical Depression Kabayan 385 kilometro ang layo sa silangan ng Davao City, Davao del Sur.
Taglay nito ang maximum sustained winds na aabot sa 55 kilometers per hour malapit sa sentro at pagbugsong aabot sa 70 kilometers per hour.
Mabagal itong kumikilos pakanluran.
Dahil dito, nakataas ang Signal No. 1 sa mga sumusunod na lugar sa Visayas at Mindanao:

“Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1,” saad ng PAGASA.
Sa track forecast, posible umanong mag-landfall ang bagyo sa baybayin ng Surigao del Sur o Davao Oriental ngayong Linggo ng gabi o bukas ng madaling araw, Disyembre 18.
Pagkatapos nito ay inaasahang tatawid ang bagyo sa kalupaan ng Mindanao, at lalabas sa Bohol Sea o Sulu Sea bukas ng umaga o hapon.
“Due to frictional effects associated with landfall, KABAYAN is forecast to weaken over land and the possibility of being downgraded into a low pressure area while over land or after emerging over the sea is not ruled out (although in such a case, re-development may still occur over the Sulu Sea),” saad ng PAGASA.
“For the remainder of tomorrow and into early morning of Tuesday, KABAYAN will move across the Sulu Sea south of Cuyo Islands. The tropical cyclone is forecast to make another landfall over central or southern Palawan as a tropical depression by Tuesday morning, then emerge over the Philippine Sea by noon or early afternoon of the same day. Afterwards, KABAYAN may pass near or over Kalayaan Islands in the West Philippine Seam” dagdag nito.
