Nitong Nobyembre 7, nagpadala ang Meralco ng 206 na katao na binubuo ng mga engineer,
linemen, at support personnel upang tumulong sa power restoration sa Albay, Catanduanes, at
ibang bahagi ng Camarines Sur. 65 na katao naman mula sa grupong ito ay tutulong sa National
Grid Corporation of the Philippines (NGCP) sa mga restoration works na gagawin nito sa Bicol.
Ang Meralco ay nakikipag-ugnayan para sa proyektong ito sa Department of Energy (DOE),
National Electrification Administration (NEA), Philippine Rural Electric Cooperatives
Association Inc. (Philreca), at sa iba pang mga Electric Cooperative sa Bicol.
