May mahalagang paalala ang Commission on Elections (Comelec) sa mga boboto sa plebisito bukas para sa ratipikasyon ng Bangsamoro Organic Law o BOL sa Mindanao.
Idaraos ang plebisito sa mga lalawigan sa ARMM, sa Isabela City, Basilan, at sa Cotabato City, na panukalang saklawin ng bagong regional autonomy na papalit sa Autonomous Region in Muslim Mindanao (ARMM).
Nagpaalala ngayong Linggo si Comelec Spokesman James Jimenez sa mahigit dalawang milyong rehistradong botante para sa plebisito na tanging “yes” o “no”, at “oo” o “hindi”, o anumang diyalektong kasing kahulugan nito, ang tatanggapin sa botohan.

“What will happen if they see an X or check mark on the ballot? Under the law and the ruling has been made that a check or an x will not be considered as a yes or no vote. Instead, it will be considered as a sign of desistance, abstention,” ani Jimenez.
“Reason? A check mark or an x mark these are easy to manufacture so you can make lots and lots of fake ballots just repeating the same check mark and it would be very difficult to spot whether or not spurious ballots have been introduced,” paliwanag ni Jimenez.
Aniya, mayroong isa o dalawang tanong sa balota, depende sa lugar na pinagdarausan ng plebisito.
“For the ARMM territories, except Basilan, there will only be one question and that’s the ratification question. For Basilan province there will be two questions—the ratification question and the inclusion question, the inclusion question referring to the city of Isabela. For the city of Isabela there will only be one question and that’s the inclusion question and for the city of Cotabato, there will be one question as well,” sabi ni Jimenez.
Ang ratification question ay: “Are you in favor of the approval of Republic Act No. 11054 otherwise known as the Organic Law of the Bangsamoro Autonomous Region in Muslim Mindanao?”
Ang inclusion question naman ay: “Are you in favor of the inclusion of ____ in the Bangsamoro Autonomous Region?”
Magsisimula ng 7:00 ng umaga ang botohan, na magtatapos ganap na 3:00 ng hapon, na kaagad na susundan ng bilangan ng boto.
Ang canvassing ng mga boto, ayon kay Jimenez, ay gagawin sa main office ng poll body sa Intramuros, Maynila, dahil ang Comelec en banc ang magsisilbing plebiscite national board of canvassers.
Bukod sa plebisito bukas, Enero 21, may isa pang plebisitong gagawin sa Pebrero 6.
Ang ikalawang plebisito sa susunod na buwan ay idaraos sa Lanao del Norte, maliban sa Iligan City; sa Aleosan, Carmen, Kabacan, Midsayap, Pikit, at Pigkawayan sa North Cotabato; at sa 28 lugar na kalapit ng alinman sa Bangsamoro core areas, sa bisa ng lokal na resolusyon.
