Hanggang walang anumang written order mula kay Pangulong Duterte, pangunahing responsibilidad pa rin ng Philippine Drug Enforcement Agency (PDEA) ang pagpapatupad sa drug war, ayon kay Presidential Spokesman Harry Roque.
Sa Malacañang press briefing kahapon, sinabi ni Roque na dapat na pahintulutan ang Pangulo nang may “absolute discretion” kung ililipat ba nito o hindi ang pangangasiwa sa kampanya kontra droga sa Philippine National Police (PNP).
“I will just reiterate that unless he issues the necessary written directive, it remains with the PDEA, and let’s leave it at that,” ani Roque.

Inamin ni Roque na huli niyang narinig na binanggit ng Pangulo ang tungkol sa usapin noong nakaraang linggo, nang harapin ng Punong Ehekutibo ang mga pamilya ng mga nasawi sa Maguindanao massacre.
“That’s why I know that there is no final decision on it because the way he talked about it was it’s still at that point, where he is considering it,” sabi ni Roque.
Bagamat alam niyang kailangang linawin ang isyu, iginiit ni Roque na ang desisyong ibalik sa ang drug war sa pulisya ay “one of those areas subject to Presidential prerogative.”
“So let’s give him all the time that he needs to study whether or not he will actually return it to the PNP and when,” ayon kay Roque.
NANINDIGAN SI BATO
Samantala, iginiit naman ni PNP Chief Director Gen. Ronald “Bato” dela Rosa na paninindigan nila ang memorandum circular sa pagpapatupad sa drug war.
“We will not change the memorandum circular. We stand by it, we studied it hard before we issued it. Whether it is right or wrong, we stand by our conviction that it is good,” sabi ni dela Rosa.
Ang nasabing memorandum circular ang paksa ng petisyon na inihain sa Korte Suprema laban sa Oplan Tokhang ng PNP.
Halos 4,000 sangkot sa ilegal na droga ang nasawi sa mga operasyon ng pulisya kontra droga.
‘NEUTRALIZE’
Partikular na kinuwestiyon sa petisyon ang paggamit ng salitang “neutralize”, na ipinakakahulugang pagpatay—na mariin namang itinanggi ni dela Rosa.
“The meaning of neutralize is to render them ineffective in carrying out their atrocities for their criminal acts,” depensa ng PNP chief. “There are so many ways of neutralizing, if they fight off then they are killed and if they do not fight, arrested. That is still neutralize.”
Gayunman, sinabi ni dela Rosa na handa ang PNP na baguhin ang mga salitang ginamit sa memorandum circular sakaling kontrahin ito ng Korte Suprema.
