Kasunod ng pagdedeklara ng state of lawlessness, inatasan ni Pangulong Rodrigo Duterte ang pulis at militar na galugarin ang bawat sulok ng bansa upang makilala at matagpuan ang responsable sa pagpapasabog sa Davao City na ikinasawi ng 14 na katao at ikinasugat ng 67 iba pa.

“We will treat this as a police matter about terrorism. I leave it to the police and military to do their thing. I am not a policeman, I am not a military man... they can do what they really want to address the problem and to find out who are the responsible people who committed the crime,” ayon kay Duterte.

Ang pagsabog ay naganap noong Biyernes ng gabi sa palengke, sa mismong lugar ng Pangulo.

Hindi Martial Law

Sa ilalim ng state of lawlessness na idineklara ng Pangulo, ang pulis at militar ay may kapangyarihang imbestigahan ang mga kahina-hinalang indibidwal at galugarin ang bawat lugar.

Samantala hindi naman umano ito Martial Law, pagseguro ng Pangulo at ni Justice Secretary Vitaliano Aguirre II.

“It is not martial law. It has nothing to do with the suspension of the writ of habeas corpus,” ayon sa Pangulo, kung saan hindi rin umano ipinatutupad ang curfew.

“I am inviting now the Armed Forces of the Philippines, the military and the police to run the country in accordance with my specifications,” dagdag pa ng Pangulo.

Sinuportahan ng mga senador at mambabatas ang deklarasyon ng Pangulo.

“State of lawlessness under the constitutional provision is separate and apart from the powers to declare martial law or suspend habeas corpus,” paliwanag naman ni Presidential Adviser on the Peace Process Jesus Dureza.

“State of lawlessness merely calls out the military or the AFP to do law enforcement operations normally done only by the PNP. Precisely to suppress lawless violence. It is to complement and supplement the capability of the PNP,” dagdag pa nito.

Matatapos ang state of lawlessness kapag ligtas na umano ang bansa sa terorismo at illegal drugs.

Binalaan na tayo

“They gave us the warning, not only in Jolo but in other places. So we were forewarned, we were ready,” ayon kay Duterte, kung saan tinutukoy nito ang babala ng Abu Sayyaf Group (ASG).

“At least we know who made the threat. Ang importante alam natin kung sino ang nananakot,” dagdag pa nito.

Samantala tinitingnan din ng pamahalaan kung may kinalaman ang drug lords sa nasabing pagsabog, sa kabila ng pag-ako ng ASG.

Kalma lang

Nanawagan ang pamahalaan sa taumbayan na huwag magpanik.

“Everything is under control,” ayon kay Presidential spokesman Ernesto Abella.

“There is no need to panic, there is no need to be extraordinarily concerned. Let us just be cautious,” dagdag pa nito.

Sinabi ni Abella na ang Office of the Executive Secretary ay mag-iisyu ng formal order, kung saan ilalatag ang mga sakop ng state of lawlessness. (Genalyn Kabiling, Elena Aben at Francis Wakefield)
