TULOY-TULOY ang biyaya sa atletang Pinoy.

Ipinahayag ni Philippine Sports Commission (PSC) Chairman William ‘Butch’ Ramirez na matagal nang nakikipag-ugnayan ang ahensiya sa Bureau of Internal Revenue (BIR) at inaasahang maisasakatuparan na ang IIR (Implementing Rulesd and Regulations) ng Section 4 at 4 ng Republic Act No. 10699 sa unang quarter ng 2020.

Ang RA No. 10699 o mas kilala bilang “National Athletes and Coaches Benefits and Incentives Act,” ay batas na nagtatakda sa lahat ng establisiyemento para magbigay ng kaukulang diskwento sa mga atleta at coach ng Philippine Team.

“We know this is long overdue, but rest assured we are doing what we can, coordinating with the concerned government agencies to effect the full implementation. We hope for the full implementation by the 1st quarter of 2020 so our athletes could swiftly avail of the benefits,” pahayag ni Ramirez.

Iginiit ni Ramirez na matagal nang nakikipag-ugnayan ang PSC sa BIR hingil sa naturang implementasyon ng batas.

Nakapaloob dito ang pagbibigay ng “twenty percent (20%) discount’ sa lahat ng establishments na nasa linya ng transportation services, hotels at lodging establishments, restaurants and recreation centers, gayundin sa pagbili ng gamot at sports equipment.

Nararapat ding magbigay ng “minimum of twenty percent (20%) discount” sa lahat ng sinehan, teatro, concert halls, circuses, carnivals, at iba pang lugar na nagpapalabas ng culture, leisure and amusement.

Nagbibigay din ito ng libreng medical at dental consultations sa lahat ng government hospitals sa bansa.

Ayon kay Ramirez, nitong February 27, pinadalhan ng PSC ng sulat ang BIR hingil dito, Maynauna nang komunikasyon noong pang 2018.

Muling uminit ang isyu sa napapanahon nang implementasyon ng naturang batas nang maglabas ng hinaing si SEA Games wushu champion Agatha Wong sa social media hingil sa kabiguan ng mga atleta na makamit ang naurang benepisyo.

Kabilang si Wong sa nabigyan ng cash incentives at Order of Lapu-Lapu ng Pangulong Duterte matapos makamit ng bansa ang overall championship sa katatapos na 30th SEA Games.

“Can we make R.A. 10699 on the national athlete’s discount benefits an imposed and required law to abide by?” sambit ni Wong sa kanyang Twitter account.

“Gets quite annoying to keep having to explain to managers that this kind of benefit actually exists and some are even doubtful. You think I’m a liar,” aniya.

Iginiit naman ni Ramirez na nakatutok ang PSC, sa pamamagitan ng legal counsel na si Atty. Michelle Labajana sa BIR gayundin sa Department of Finance.

“We hope for the full implementation by first quarter of 2020 so our athletes could swiftly avail themselves of the benefits,” aniya.
