Hiniling ni Senate President Pro Tempore Ralph Recto na punan ni incoming Philippine National Police chief Oscar Albayalde ang pangangailangan sa 25,938 police personnel ngayong taon at ituring niya itong unang misyon.
“If all of these positions are filled, and distributed equally to the country’s 1,489 municipalities, each will have an additional 17 policemen. If 20 percent of the slots will be allotted to cities, each will receive 35 more policemen,” ani Recto.

Ayon kay Recto, tumataas ng hanggang 1.67 milyon ang populasyon ng bansa taun-taon at kailangan ang 3,340 bagong pulis bawat taon para sa 1:500 police-civilian ratio.
