Matapos ang kanyang State of the Nation Address (SONA) noong Hulyo 24, isinumite ni Pangulong Rodrigo Duterte kina House Speaker Pantaleon Alvarez at Senate President Aquilino Pimentel III ang national budget na may titulong “The Budget that Reforms and Transforms.”
Nagbigay ng briefing sa mga kongresista ang mga miyembro ng Development Budget Coordination Committee (DBCC), ang inter-agency body na tutukoy sa “overall economic targets, expenditure levels, and sources of funds.”

Ang presentasyon ng DBCC ay ginawa nina Budget and Management Secretary Benjamin Diokno, National Economic and Development Authority (NEDA) Secretary Ernesto Pernia, Finance Secretary Carlos Dominguez, at Bangko Sentral ng Pilipinas Governor Nestor Espenilla, Jr.
