Ito ang binigyang-diin ni Speaker Gloria Macapagal-Arroyo sa kanyang talumpati sa139th International Parliamentary Union (IPU) General Assembly sa Centre for International Conference Geneve (CICG) sa Geneva, Switzerland.
Binanggit ni Arroyo ang UNESCO benchmark na 340 research and development-capable manpower sa bawat isang milyong populasyon upang matustusan ang modernisasyon sa hinaharap.
“To achieve that benchmark, parliaments and parliamentarians can provide the budget to encourage more youth to pursue scientific and engineering studies,” aniya.

Pinangunahan ni Arroyo ang IPU Philippine delegation, kasama sina Senators Franklin Drilon, Panfilo Lacson at Ralph Recto; at Reps. Rodante Marcoleta, Greg Gasataya, Federico Sandoval, Ron Salo, Ma. Theresa Collantes at Karlo Alexei Nograles.
