Ikinalugod ni Defense Secretary Delfin Lorenza kahapon ang pahayag ni Pangulong Rodrigo Roa Duterte na bukas ito sa naval drills kasama ang Chinese Navy sa Sulu Sea at iba pang baybayin sa Mindanao.
Gayunman, iginiit ni Lorenzana na bago matuloy ang mga pagsasanay na ito ay kailangan munang magkaroon ng malinaw na kasunduan kaugnay dito ang Pilipinas at China.
“Yes, I heard him say that during his presscon yesterday (Lunes). That’s perfectly fine with us. But first we have to come up with a framework (kasunduan o unawaan) that will determine where, what units, duration of patrol, purpose of patrol, communications between forces, etc,” pahayag ni Lorenzana.
“There are a lot of things to coordinate (with) this being the first with the Chinese. This is important because they will be entering our territorial waters. And if their sailors will get on land there maybe a need for a Visiting Forces Agreement (VFA) to be concurred by the Senate,” dugtong niya.

Nang tanungin kung kailangan ang VFA o katulad na mga kasunduan kung gaganapin ang mga pagsasanay sa karagatang sakop ng Pilipinas, sinabi ni Lorenzana na kailangan muna nilang kumonsulta sa kanilang mga abogado bago magbigay ng anumang komento.
Napahayag naman si Armed Forces of the Philippines (AFP) Chief of Staff General Eduardo Año na bukas din ang militar sa joint naval exercises, hindi lamang sa China kundi sa iba pang mga bansa.
“But before we can embark on these activities, both countries must enter into defense/military agreement like Visiting Forces Agreement to define the term of reference (TOR) or protocol and must be in adherence to to existing agreement with other allied countries,” sabi ni Año.
Samantala, sinabi ni DND Public Affairs Service chief Director Arsenio Andolong, na malugod na tinatanggap ng defense department ang bawat pagkakataon na makabuo ng mas matibay na ugnayan sa depensa sa ibang mga bansa, lalo na’t nahaharap ang Pilipinas sa mga banta na kailangang tugunan sa pandaigdigang antas.
Gayunman, sinabi ni Andolong na ang military exercises sa pagitan ng mga nasyon ay kilangan, sakop ng kasunduan, at dapat na talakayin ang mga detalye at ang layunin nito. “We need this before we can push through with it,” diin niya. (FRANCIS T. WAKEFIELD)
