Umaalma ang mga guro sa pampublikong paaralan sa pag-alis ng kanilang mga allowance na ibinibigay ng local government units sa mga gurong kinuha ng Department of Education (DepEd).
Nagpahayag kahapon ng pagkadismaya ang mga miyembro ng Alliance of Concerned Teachers (ACT) kasama si ACT Teachers Party-List Representatives Antonio Tinio at France Castro sa Joint Circular (JC) 1, series of 2017 na inilabas ng Department of Budget and Management (DBM), DepEd at Department of Interior and Local Government (DILG) na nag-aalis sa mga allowance na ibinibigay ng LGUs sa mga guro na kinukuha sa mula sa Special Education Fund (SEF).
“We decry DBM, DepEd, and DILG’s move of slashing the benefits of teachers in the face of the government’s refusal to grant immediate substantial salary increases and income tax relief and the proposed imposition of new and heavier excise taxes on fuel products as well as the further expansion of VAT,” sabi ni Tinio.
“We demand that the DepEd, DBM, and DILG amend the new SEF guidelines to reinstate local allowances as allowable SEF expense,” dagdag niya.

Upang bigyang-diin ang kanilang demand para sa local allowances, salary increase at income tax relief – at pagtutol sa panukalang excise taxes at VAT – magdadaos ang ACT-National Capital Region (NCR) ng mass protest ngayong hapon.
