Isiniwalat ni House Minority Leader at Pantawid Pamilyang Pilipino Program (4Ps) Party-list Rep. Marcelino Libanan na naghain siya ng House Bill No. 7410 na naglalayong bumuo ng permanenteng posisyon para sa mga staff ng 4Ps ng Department of Social Welfare and Development (DSWD).
Sa pahayag ni Libanan nitong Linggo, Marso 12, sinabi niyang karaniwan sa mga tauhan sa 4Ps ay mga kontraktwal o mga job order worker.
“We find it unacceptable that the very people at the frontlines of the government’s fight against poverty are precariously exposed to the hazard of becoming deprived on account of their contractual employment,” ani Libanan.
“They do not have security of tenure, and they have zero social security protection and no benefits whatsoever. And once their work contracts end, they risk joblessness and poverty, along with their families,” dagdag niya.

Sa ilalim ng panukalang batas, gagawing regular ang mga staff ng 4Ps sa pamamagitan ng pagbuo ng bagong program offices at employee positions sa ilalim ng DSWD.
Ang nasabing bagong 4Ps offices umano ay bubuuin ng regular heads, social welfare officers, administrative assistants, monitoring and evaluation personnel at iba pa.
