Three counts ng paglabag sa Anti-Graft and Corrupt Practices Act ang isinampa ng Office of the Ombudsman laban kay dating Caloocan City Mayor Enrico “Recom” Echiverri at sa dalawa pang dating opisyal ng lungsod kaugnay ng umano’y maanomalyang multi-million projects noong 2010.
Ayon sa Ombudsman, bukod kay Echiverri, kinasuhan din ang dating city accountant na si Edna Centeno, at ang dating city budget officer na si Jesus Garcia.
Kapwa sila isinasangkot ng Ombudsman sa pag-aapruba ng iba’t ibang proyektong pinondohan ng pamahalaan mula 2010-2013.

Nahaharap din sina Centeno at Garcia sa kasong falsification of public documents (2 counts).
Ayon sa anti-graft agency, kinuha ni Echiverri ang serbisyo ng P.B. Grey Construction noong Pebrero 2, 2010-Oktubre 13, 2011 para sa P19.3-milyong road and drainage improvement sa Azalea at Sto. Niño Streets sa Barangay 177.
“Centeno certified disbursement vouchers as to the completeness of the project and the payment of P16.4 million, while Echiverri awarded the BGD contract and approved the payment to P.B. Grey,” saad sa complaint affidavit.
Pinaboran din ni Echiverri ang Red Scorpion Construction Supply para sa drainage improvement projects sa M. Hizon Street sa Bgy. 64 noong Nobyembre 16, 2012- Marso 31, 2013.
